Description
Charles Phipps serves as one of Queen Victoria's Private Secretarial Officers and butlers alongside Charles Grey; together they are known as "Double Charles." Operating primarily from Buckingham Palace, he handles documentation, delivers messages, and executes the Queen's orders, including protection duties, investigations, and accompanying her on official visits.

Tall and young, Phipps possesses short silver hair and a mole on his chin's left side. His standard attire is a double-breasted white uniform jacket, fully buttoned, paired with a black tie and an arrangement of black ropes: two encircling his torso and one looping over and under his right shoulder. A pin depicting Queen Victoria's profile hangs from a short chain over his left breast. He wears two belts slung at different heights on his hips and carries a black-bladed rapier with an ornate hand-guard on his left hip.

Exhibiting a reserved, calm, and apathetic demeanor, Phipps responds solemnly to Grey's flippant remarks. He refrains from combat unless explicitly ordered, preferring pragmatic and objective approaches. He avoids unsupported suppositions, strictly focusing on his purview, as when he dismissed Grey's suspicions about Ciel Phantomhive by attributing his efficiency to underground connections. His principle is that "all is as Her Majesty the Queen wishes it to be." Despite his stoicism, he displays unexpected kindness, such as helping Mey-Rin up after Grey knocked her down.

A graduate of Weston College's Jade Lion Dormitory alongside Grey, a flashback shows Phipps observing a young Elizabeth Midford at a fencing match, noting her reputation as a swordsmanship genius. His loyalty to the Crown appears rooted in this elite education.

Across missions, he documents the burning of Baron Kelvin's manor and delivers the Queen's summons to Ciel Phantomhive. During this visit, he observes impassively as Grey fights Phantomhive servants, later demonstrating exceptional speed by mending Finnian's torn hat, declaring disorderly garb reflects a distracted mind. He participates in an Easter Egg Hunt at Phantomhive Manor, partnering with Grey. Using snake-charming flute skills—which he attributes to being a "top-class butler"—he disorients Snake to eliminate his team. Their team is disqualified when their raw egg hatches a chick; Phipps keeps the chick, which matures into a chicken often perched on his shoulder or head.

In the Luxury Liner arc, he and Grey disguise themselves as Scotland Yard officers to escort Karl Woodley, whom Grey later executes. Phipps later presents meticulously painted eggs to Elizabeth Midford for the Queen's Easter delivery. During the Emerald Witch arc, he analyzes plant specimens from the Werewolves' Forest and reaffirms his pragmatic outlook when Grey questions Ciel's rapid delivery. In the Blue Cult arc, he prepares cakes for the Queen's guests, greets Sieglinde Sullivan at the Palace, arranges the Queen's inquiry about Ciel's preferred cake, and remains present during Ciel's interim reports on the Sphere Music Hall.

He declares a "first-class butler is able to deal with any emergency," reflecting his diverse competencies in sewing, snake charming, painting, cooking, and high-speed movement. He harbors a fondness for cute things, evidenced by caring for his chicken and his shared embroidery hobby with Elizabeth Midford.
