ONA
Description
Chibiusa, whose full name is Usagi Small Lady Serenity, is the crown princess of Crystal Tokyo, the utopian future kingdom of the 30th century. As the only daughter of Neo-Queen Serenity and King Endymion, the future counterparts of Usagi Tsukino and Mamoru Chiba, she travels back in time to the 20th century, where she is given the nickname Chibiusa, meaning "small Usagi," to distinguish her from her mother. Despite chronologically being over 900 years old, she possesses the appearance and mentality of a young child, a phenomenon caused by the power of the Silver Crystal and the fact that her own powers as a Sailor Guardian had not yet fully awakened. This stagnation in her growth has deeply affected her, leading to feelings of insecurity and a fear that she is living in the shadow of her powerful mother.

Personality-wise, Chibiusa initially presents as cautious, fearful, and lonely, carrying a profound sense of sorrow and isolation. Having been bullied and ridiculed by other children in the future who doubted she was truly the queen's daughter due to her lack of powers, she yearns for family warmth and a sense of belonging. This vulnerability makes her susceptible to manipulation. However, as she integrates into life in the 20th century and befriends the Sailor Guardians, her personality blossoms. She becomes lively, cheerful, talkative, and incredibly sociable, forming deep friendships and showing remarkable kindness and tolerance towards others, even when they are dangerous. She can be willful and acts childishly, especially when bickering with her young mother, Usagi, but she is also a persistent and devoted friend who refuses to abandon those she cares about.

Chibiusa's primary motivation throughout the series is to save her mother. She first arrives in the past seeking the legendary Silver Crystal, believing it is the only thing that can awaken Neo-Queen Serenity from the crystal coffin she was sealed in following an attack by the Black Moon Clan. Her actions are driven by immense guilt, as she had stolen the future Silver Crystal in a misguided attempt to prove she was a true princess, inadvertently leaving Crystal Tokyo defenseless. Beyond saving her family, Chibiusa is also motivated by a deep-seated desire to find her own identity and strength. Her journey is defined by her wish to mature, both physically and emotionally, and to become a capable Sailor Guardian in her own right, rather than merely the princess of a powerful queen.

In the narrative, Chibiusa serves as the catalyst for the Black Moon arc, initiating the conflict by traveling to the past, and later becomes a central figure as a Sailor Guardian in training. Her role evolves from a damsel in distress who needs protection to a genuine ally and sidekick to Sailor Moon. After her powers awaken, she is sent back to the 20th century by her mother to train under the Sailor Guardians and to form crucial bonds with the people of that era. This training period establishes her as a regular member of the team, fighting alongside her mother and friends against new threats.

Key relationships shape her development significantly. Her bond with her parents is complex; she loves them but also feels neglected by them, believing they are too absorbed in their love for each other and their duties as rulers to pay attention to her. Her relationship with the past version of her father, Mamoru, is initially one of attachment, as he shows her kindness, but she eventually comes to see him as a paternal figure. Her friendship with the solitary Sailor Pluto, who affectionately calls her Small Lady, is one of her most important; Pluto’s sacrifice is the emotional trigger that finally breaks Wiseman's brainwashing and awakens Chibiusa's true power as Sailor Chibi Moon. Her most treasured friendship is with Hotaru Tomoe, a delicate and ill girl who becomes her best friend. Chibiusa's loyalty to Hotaru is unwavering, even after discovering that Hotaru is the host for the destructive Sailor Saturn, demonstrating her capacity for unconditional love and acceptance. She also shares a future romantic connection with Helios, the guardian of the golden crystal who manifests as Pegasus.

Chibiusa undergoes a profound personal transformation. Her most dramatic development is her corruption into Black Lady, a mature and malevolent persona created by the villain Wiseman, who preys on her insecurities, loneliness, and envy of her mother. As Black Lady, she fights against the Sailor Guardians, but she is ultimately saved by the love of her friends and family. Witnessing Sailor Pluto's death shatters Wiseman's control, and her subsequent grief awakens her Sailor Crystal, transforming her into Sailor Chibi Moon for the first time. This event marks her emotional maturity; she learns that her worth is not tied to power or appearance but to the strength of her heart and the bonds she has formed.

As Sailor Chibi Moon, her notable abilities develop over time. In her civilian form, she initially possesses an involuntary power to emit a powerful energy beam from the crescent moon symbol on her forehead when frightened, though this makes her easily trackable. Her constant companion is Luna P, a magical, ball-shaped transformation device that can morph into various objects on command. After awakening, she transforms using the call Moon Prism Power, Make Up with her Prism Heart Compact. Her primary attack is Pink Sugar Heart Attack, performed with the Cutie Moon Rod or the Pink Moon Stick, a relatively weak but signature move that sends pink hearts toward an enemy. As she grows stronger, she can use abilities like Twinkle Yell to summon Pegasus using the Crystal Clarion. Her Sailor Crystal, which initially looks like a silver teardrop identical to her mother's Silver Crystal, eventually turns pink and becomes known as the Pink Moon Crystal, a symbol of her unique identity and power distinct from Sailor Moon. With this crystal, she can achieve more advanced transformations, such as Super Sailor Chibi Moon and Eternal Sailor Chibi Moon, and even use healing abilities.
