Known as "Fukurou the Silent," Fukuro serves as a CP9 agent during *One Piece Episode of Merry: Mō Hitori no Nakama no Monogatari*. His distinctive appearance features a large, round body and a yellow zipper sealing his mouth, unzipped only to speak. He sports green, well-groomed hair, purple cheek dimples, and chin hair strands, clad in black formal attire with red wristbands during his CP9 tenure.
Contrary to his epithet, Fukuro habitually divulges secrets and spreads rumors, often appending "chapapa" to sentences delivered in a high-pitched voice incongruous with his frame. This trait escalates mission casualties, forcing CP9 to eliminate extra targets. He openly exposes comrades’ private matters, such as Jabra’s failed romance with Enies Lobby cafeteria worker Gatherine.
Trained in Rokushiki, Fukuro wields superhuman physical prowess. His 800 Doriki ranks him among CP9’s weaker members, yet he damages Franky’s cybernetic body. His Te-Awase technique measures others’ Doriki, excluding Devil Fruit abilities. He claims mastery of Soru for stealthy high-speed movement and specializes in the Shigan variant Jugon.
