Description
Known as "Fukurou the Silent," Fukuro serves as a CP9 agent during *One Piece Episode of Merry: Mō Hitori no Nakama no Monogatari*. His distinctive appearance features a large, round body and a yellow zipper sealing his mouth, unzipped only to speak. He sports green, well-groomed hair, purple cheek dimples, and chin hair strands, clad in black formal attire with red wristbands during his CP9 tenure.

Contrary to his epithet, Fukuro habitually divulges secrets and spreads rumors, often appending "chapapa" to sentences delivered in a high-pitched voice incongruous with his frame. This trait escalates mission casualties, forcing CP9 to eliminate extra targets. He openly exposes comrades’ private matters, such as Jabra’s failed romance with Enies Lobby cafeteria worker Gatherine.

Trained in Rokushiki, Fukuro wields superhuman physical prowess. His 800 Doriki ranks him among CP9’s weaker members, yet he damages Franky’s cybernetic body. His Te-Awase technique measures others’ Doriki, excluding Devil Fruit abilities. He claims mastery of Soru for stealthy high-speed movement and specializes in the Shigan variant Jugon. His unconventional physique necessitates technique adaptations. Enduring Franky’s attacks—including Strong Hammer—highlights his resilience.

At Enies Lobby, Fukuro reveals each CP9 agent holds one key to Nico Robin’s seastone cuffs, with only one authentic. Against Franky, he exploits Franky’s depleted cola reserves early. Their battle traverses the tower into a kitchen and spills outside, plunging both into the sea. Using single-leg Geppo to stay airborne while carrying Franky, Fukuro loses when Franky slams him into the ground via Coup de Vent. Franky retrieves his key post-defeat.

Later, as a CP0 commander during the Levely in Mary Geoise, Fukuro dons a white suit and dark shades. He observes Revolutionary Army commanders attacking the Celestial Dragons’ domain with fellow CP0 agents. Guarding captive Vivi in Pangaea Castle, he plays cards with colleagues until Wapol breaches the wall, freeing Vivi amid his confusion.

Fukuro trained in Rokushiki from childhood, flashbacks showing him with his mouth zipper as a black belt-holding boy. Born in the Grand Line, he survives Enies Lobby via Blueno’s Air Door, fleeing on Sea Train tracks. He aids injured Rob Lucci and fundraises for Lucci’s treatment in St. Poplar, operating a giraffe slide attraction with Kaku and frequenting cafes. Post-recovery, CP9 defeats the Candy Pirates but flees St. Poplar due to public fear of their brutality. They return home, train new CP9 agents, battle Marine Captain Very Good’s forces, and depart to pursue Spandam.
