Tōka Kishi, an oni youkai born from human belief alongside her brother Kyosuke, lacks parents. Found in Okayama's forests by Hime Yarizakura and Juli while fleeing pursuers, Kyosuke initially resisted capture, accidentally harming Tōka before agreeing to live in Sakurashinmachi. They resided with Hime and her grandmother, where Akina Hiizumi became their first friend; Tōka developed romantic feelings for him. She also befriended Ao Nanami and Gin Nanami. A significant childhood event saw Kotoha Isone, influenced by a "falling" episode, attack them. Kyosuke shielded Tōka, sustaining injuries that damaged his vision. This incident fueled Tōka's resentment towards Kotoha, leading her to avoid her and involve Hime. After learning Kyosuke had planned new glasses beforehand and Kotoha wasn't responsible during the attack, Tōka reconciled with her through Ao's mediation. Tōka practiced archery in junior high but stopped as her powers grew unstable.

Standing 164 cm tall, she has light skin, a thin build, short black bob-cut hair featuring a distinctive rectangular ahoge, and blue eyes. Her typical outfit includes a grey sleeveless hoodie labeled "AWA" with a pink interior (often covering her skirt completely), a pink tank top, a denim skirt with a black belt, black stockings, and boots. Her school uniform consists of a sleeveless yellow sweater, white short-sleeved shirt, skirt, and shoes matching Hime's. Using her oni abilities causes two small horns and markings beneath her eyes to appear. She previously wore placebo shackles as bracelets to psychologically inhibit her strength.

Initially quiet and troubled by uncontrollable strength, she grew more cheerful and confident after receiving improved limiting devices and ongoing training. Fundamentally good-natured and cheerful, she worries for others and readily aids friends, though early insecurity about her power caused hesitance to use it. She exhibits naivety and innocence, openly expressing emotions but misunderstanding boundaries with her brother, like bathing or sleeping together. Her romantic interest in Akina creates a friendly rivalry with Hime, though their relationship improves over time. Deeply valuing friendships, she remains humble. After reconciling with Kotoha, they became friends. She respects Kyosuke but sometimes finds his overprotectiveness burdensome.

Her primary ability is immense oni strength, surpassing other youkai and enabling feats like kicking vehicles apart. Early control struggles required external inhibitors, but through training, especially in aikido (which she learned quickly and uses in combat), she achieved greater mastery, eventually operating without devices during summer. In the *Tsuki ni Naku* OVA, she appears during the Hiizumi Life Counseling Office's mountain onsen trip. Her hobbies include listening to music and archery (currently on hold). Born August 1, her name combines "peach" (桃) and "flower/petal" (華), while her surname "Kishi" means "shore/bank."
