Description
Andy Hinomiya, an American, enlisted in the military immediately after high school. He endured relentless bullying from fellow soldiers who underestimated his potent abilities, ultimately forcing his departure. Recruited by the United States Esper Institute (USEI), he volunteered for an undercover mission to infiltrate the esper organization P.A.N.D.R.A., led by Kyousuke Hyoubu.
Physically, Andy possesses dark red hair and heterochromia—an amber left eye contrasting with a gray right eye—and stands 1.82 meters tall. He initially wore an orange prison jumpsuit. Upon joining P.A.N.D.R.A., he adopted their attire: a turtleneck, sleeveless black shirt, wine-red jacket, and khaki pants. Later, he received a silver necklace housing his limiter device as a symbol of acceptance.
Andy exhibits a brash, no-nonsense personality, frequently clashing with fellow member Yō Fujiura. His role as a spy creates internal conflict: he maintains professional detachment toward his mission while displaying slackness in daily interactions with the group. Hyoubu characterizes him as fundamentally naive and loyal to superiors during his betrayal phase. However, his allegiance shifts as he grows attached to P.A.N.D.R.A., ultimately prioritizing their safety over his mission. This stems from a desire to protect those he cherishes, particularly the young esper Yugiri, for whom he feels responsible due to his unique abilities.
His primary esper ability nullifies all psychic powers within a specific radius by emitting cancelling frequencies, rendering him immune to telepathy, psychometry, psychokinesis, teleportation, electrokinesis, pyrokinesis, and hypnosis. High-level espers may resist suppression if outside his range. A more potent application allows him to temporarily disable an esper's powers via physical contact, effective even against powerful individuals like Hyoubu or Yugiri. His left eye originally contained an implanted biochip featuring functional icons: a communication interface linking to USEI, a combat mode enhancing close-quarters speed, and a scanning mode for evidence collection. This biochip was later surgically removed at B.A.B.E.L., eliminating these functionalities.
Andy's core development centers on his USEI infiltration mission. Tasked with spying on P.A.N.D.R.A., he struggles as the group treats him like family, challenging his loyalties. By episode 9, he abandons his mission to save Yugiri, sustaining injuries. He later risks his life to rescue Hyoubu from falling into the ocean after a battle. Hyoubu grants him honorary P.A.N.D.R.A. membership and lets him retain the limiter necklace, cementing his transition from antagonist to ally.
His relationship with Hyoubu evolves from distrust to a synchronized, banter-heavy dynamic. With Yugiri, he shares a protective bond: she initially avoids him due to his power-nullifying effect but later seeks his company. He reads her bedtime stories and intervenes to save her during critical moments, reflecting his deepening commitment to P.A.N.D.R.A.
