Toussaint Neshinbara serves as secretary for the Musashi Ariadust Academy's student council and Chancellor's Board. He possesses a notably dry personality, remaining unaffected by his peers' frequent antics, yet harbors a deep passion for history and romanticism. Aspiring to become a novelist, he adopts the self-deprecating handle "Novice" reflecting his view of his current writing skills; creative struggles currently limit his output primarily to doujin material.

His background began as a war orphan in Tres España, known only as "Thirteen." During this period, he attended Alcalá de Henares alongside Thomas Shakespeare and another girl, forming a close friendship and mutual promise to become great writers. However, his relationship with Shakespeare later deteriorated, leading him to harshly criticize her work. He subsequently enrolled in the 13th Mutsu Invitational Academy, an elite training institution, and played a role in its downfall thirteen years prior to the main events. His current name "Toussaint" encodes this past: "トゥ" (to'o) meaning "ten" and "サン" (san) meaning "three," collectively signifying "thirteen."

In combat, Neshinbara functions as Musashi's primary strategist and battle commander. His tactical acumen proved decisive during the Horizon Rescue Campaign, overcoming numerical disadvantages against K.P.A. Italia and Tres España forces. His core ability, "Mountains of Words," allows him to shape reality through written sentences, such as crafting text to move rapidly toward an enemy. He later gains the summoning ability "Heavenly Deity Michizane," conjuring a powerful deity for attacks, though this restricts his word usage solely to supportive offerings for the entity. During conflicts in England, he demonstrated cunning by overwriting Shakespeare's "King Lear" summon with his own rewritten "Macbeth" spell to secure victory.

Neshinbara respects Toori Aoi's leadership and commits fully to supporting Musashi's objectives, even at personal risk. He maintains professional relationships with classmates like Mary Stuart, assisting in her rescue from the Tower of London alongside Tenzo Crossunite.
