Description
Teppei Houjou is the uncle and foster father of Satoko and Satoshi Houjou. Following the death of their parents in 1980, he and his wife Tamae became the children's legal guardians but subjected them to physical and psychological abuse. Teppei primarily lived in Okinomiya, working as a procurer who orchestrated scams with his lover Rina Mamiya. Their schemes included "badger games," where Rina lured men into false relationships so Teppei could blackmail them. He also engaged in loan sharking with exploitative interest rates, trapping victims in debt cycles.

Teppei exhibits a vulgar, short-tempered, and violent personality. He manipulated Satoko by threatening to destroy her brother Satoshi's room, leveraging her devotion to him as psychological control. While early material contained implications of sexual abuse, later content clarified he considered Satoko too young for such exploitation. After Tamae's death in 1982 and Satoshi's disappearance, Teppei fled Hinamizawa, fearing the "Oyashiro-sama curse." He lived with Rina in Okinomiya, continuing their criminal activities until her death by yakuza, after which he returned to Hinamizawa and forced Satoko into servitude.

His narrative undergoes significant evolution in "Gou" and "Sotsu." Experiencing fragmented memories of his deaths across multiple timelines—including being murdered by Keiichi Maebara, Rena Ryūgū, or yakuza—triggered profound regret. These memories manifested as nightmares, compelling him to reform. He began genuinely protecting Satoko, such as defending her from bullies, and expressed remorse for his past actions. Despite Satoko's initial distrust stemming from his abuse, his consistent efforts demonstrated legitimate change. However, he frequently died as collateral in Satoko's looping schemes across timelines. In "Tatariakashi-hen," his reformed self unwittingly became a pawn in Satoko's manipulations; his kindness caused her momentary hesitation in her plans due to his authentic displays of humanity.

In the "Rei" manga arc, set 35 years after the main events, Teppei remains alive. He has fully embraced a benevolent role, doting on his grandniece Sakiko (Satoko's daughter) and maintaining a peaceful existence.

Physically, Teppei is depicted with blonde hair, often wearing a red Hawaiian shirt, and sporting a tiger tattoo on his back. He typically smokes cigarettes. His development transitions from a sociopathic abuser to a figure of redemption, ultimately finding familial purpose in his later years.
