Riichiro Ishida first appears as a detective assigned to investigate child murders. He leverages claimed political and business ties, asserting authority as the great-grandchild of Keitaro Suzuki—founder of the omnipresent SVC corporation—within their surveillance-governed society.

This identity proves fraudulent. Ishida is actually a fabricated physical avatar for Keitaro Suzuki himself, crafted to operate covertly while orchestrating the killings. Suzuki’s motive arises from a cannibalistic craving for authentic human flesh, unfulfilled by his corporation’s synthetic alternatives. He specifically hunts children to devour their internal organs.

As the mastermind, Suzuki exploits the Ishida persona to manipulate police operations and surveillance networks, shielding his crimes from scrutiny. He eliminates perceived threats, including attempts to kill the protagonists. During the climax, he discards the Ishida disguise entirely, confronting the protagonists as Suzuki. He confesses his murders stem from an insatiable hunger for human meat, considering children disposable for his consumption. His reign concludes when an intended victim kills him.
