**Riichirō Ishida** posed as a detective investigating child murders while claiming significant political and business influence as the great-grandchild of Keitaro Suzuki, founder of the SVC surveillance system governing their closed-off society. This fabricated lineage positioned him within the world's power structure. During the investigation, the real Keitaro Suzuki exposed "Ishida" as a persona created to conceal his own identity. Under this guise, Suzuki committed the murders, targeting children to consume their internal organs driven by a craving for real meat, a prohibited substance in their synthetic-food-dependent society.

His detective role provided cover for accessing victims and manipulating the investigation, including framing others for the murders while continuing his cannibalistic killings. This culminated in an attempt to kill and consume Hazuki Makino. His plans were thwarted when Ayumi Kono intervened, stabbing him to death and ending his murder spree.
