Adopting the alias Victor Hirscher, he later joined the Social Welfare Agency (SWA) as a handler. His recruitment stemmed from rescuing Triela, a girl he discovered severely injured after being kidnapped, tortured, and assaulted during a snuff film production in Amsterdam. Unaware of the SWA's true purpose—transforming girls into cyborg assassins—he admitted her for medical treatment, learning of their cyberization and conditioning procedures afterward. Capitalizing on manpower shortages and his concern for Triela's welfare, the SWA enlisted him as her handler.

Hirscher provided conscientious care to Triela, regularly gifting her teddy bears as tokens of goodwill. Though she deemed the gesture uncreative, she kept the bears. His interactions often revealed uncertainty, manifesting as perceived indifference that Triela misinterpreted as disinterest. He struggled to reconcile his desire to connect with her and his professional duties, especially when she defied commands to protect him. During these moments, Triela would sarcastically suggest increasing her "conditioning" dosage for better compliance, leaving him visibly overwhelmed yet speechless. Despite personal challenges, he maintained strict professionalism in field operations, displaying no hesitation.

Their shared past traced to Triela's rescue, where Hirscher's colleague Rachelle Belleut—a French medic—saved Triela's life before dying from a gunshot wound. Triela, recalling Belleut's perfume and gentle touch through conditioned memory, mistakenly believed her to be her mother. This operation triggered Hirscher's Europol dismissal and led to his SWA involvement.

At the New Turin Nuclear Plant assault, Hirscher aided Triela after she sustained severe injuries covering fellow cyborgs. Overwhelmed by enemy forces, they died in each other's arms. Their bodies were later discovered by Marco, another handler.
