In terms of physical appearance, Jewelina in Sunshine adopts a more goddess-like aesthetic that distinguishes her from her previous incarnations. She possesses long blonde hair with orange undertones, styled with a single braid and arched strands that frame her face and forehead. A pendant adorns her forehead as part of her jewelry, while a distinctive yellow metal halo floats constantly above her head. Her attire consists of a feathery tube top and matching skirt that leaves her midriff exposed, complemented by white fingerless long gloves with yellow bracelets. On her lower body, she wears white knee-high socks and small white shoes featuring yellow cuff-like decorations and blue soles with wide heels.

Her personality in Sunshine represents a significant departure from the serene and dignified queen seen in Jewelpet Twinkle. This Jewelina is fairly immature, prone to over-dramatic behavior, and can be something of a drama queen who makes a big deal out of trivial matters. She exhibits a ditzy and self-serving streak, though she remains capable of taking genuine threats to Jewel Land quite seriously when the situation demands it. Despite her divine status, she demonstrates a surprisingly informal relationship with her worshippers, lacking the distant, aloof demeanor one might expect from a creator goddess. Her maternal feelings toward the Jewelpets are particularly pronounced; she cannot bear to see them in need and becomes visibly distressed when receiving letters from unhappy Jewelpets, such as when Ruby wrote to her about a problem.

Throughout the story, Jewelina serves multiple narrative functions. She acts as the narrator for many episodes, frequently commenting on situations or the actions of characters from an omniscient perspective. Her role evolves dramatically in the latter half of the series when she falls under the influence of Dark Jewel Power and becomes brainwashed, transforming into the Dark Queen who serves as the final antagonist. Prior to this corruption, she had been secretly disguised as the dormitory lady at Sunshine Academy, a revelation that comes to light in episode forty-nine. This disguise allowed her to move among the students and Jewelpets without attracting the overwhelming attention that typically follows her divine presence, as people tend to swarm around her whenever she is recognized. Clues to this dual identity appeared earlier in the series; for instance, in episode thirteen, the dormitory lady was aware of a menu change from curry to gyudon, information that would logically come from Jewelina herself.

Key relationships define much of her role in the narrative. Her connection to the Jewelpets is that of a loving creator and mother, and she places immense importance on their happiness and well-being. Ruby, in particular, shares a significant bond with her, as Ruby's earnest prayer prompts Jewelina to appear before the Jewelpets for the first time in the series. There is also a connection to the character Mikage, as the Dark Queen specifically calls him to the throne room to sing for her, an event that ultimately allows him to discern her weakness. Throughout her time as the Dark Queen, she leads a join-or-die campaign against the students of Sunshine Academy for what can only be described as petty reasons, demonstrating how thoroughly the dark magic has twisted her personality.

Jewelina undergoes substantial development across the Sunshine narrative, primarily through her corruption and eventual redemption. After being brainwashed by Dark Jewel Power, her already eccentric personality becomes even more exaggerated, and she develops an uncharacteristic concern for her skin and appearance. She demonstrates tremendous power in this state, freezing most of the inhabitants of Jewel Land and the Jewelpets with her magic. However, she is ultimately purified by Kanon Mizushiro and Ruby, who manage to break the influence of Dark Magic and return her to her true self. In the final battle, she turns gigantic in size to finish off Ruby and her companions, but when the Jewelpets engulf her in light that snaps her out of the dark magic's grip, she smiles fondly before being restored. While she appears to die for a moment, she ultimately survives, and her weakness throughout her Dark Queen phase is revealed to be acute sounds, specifically the extremely annoying noise of fish paste flutes, which proves instrumental in her defeat.

Jewelina possesses notable abilities befitting her status as a physical god and the most powerful magician in Jewel Land. Her exact power level is difficult to determine precisely because it is so immeasurably high, but she is unquestionably the most powerful magic user in the Jewel Land world. She commands both normal and dark magic, with the latter manifesting during her brainwashed state. Her dark powers include the ability to unleash a Wave-Motion Gun-type attack during the final battle and freeze large numbers of people and Jewelpets simultaneously. She also possesses the ability to create magical items, as evidenced by the Jewelina Mirror, a formidable magical item that appears in the episode Labra's Trial, Yay; this mirror has such immense power that if used improperly, it will have drastic effects, with the worst case scenario being a terrible explosion, and it was given to Labra and Luna as part of their trial to become Jewelina apprentices. Additionally, the Jewelpets themselves draw their magic from the sun in this season, contrasting with the cold theme of Dark Magic, and as their creator, Jewelina represents the source of this solar-aligned power.
