Description
Brigadier, formerly known as Francine and also called Queen, served as the original leader of the first generation of magical girls in the Distonian War under the designation Chevalier. Though believed to have died from fatal injuries—leading her to transfer command to Asuka Ootorii—she survived due to Asuka’s concealed revival magic, which unknowingly restored her to life. After the war, Francine learned that her mother and grandparents had been killed, deepening her disillusionment with the postwar world. Witnessing human governments resume their conflicts in the absence of the Disas threat, she founded the terrorist organization Babel Brigade, adopting the alias Brigadier and accepting the title Queen from her followers.

She operated on Machiavellian principles, believing any means justified the end of establishing a fascist world order led by magical girls to enforce permanent peace. This conviction grew from resentment toward human governments she saw as betraying wartime sacrifices by returning to infighting. Typically cold and calculating, she occasionally revealed vulnerability, such as when entrusting leadership to Asuka during her presumed death. She valued subordinates for their utility, showing favoritism toward magical girls like Abigail, with whom she was sexually involved, while remaining indifferent to the deaths of non-magical members such as Giess.

Her relationships were strategically complex. She felt unreciprocated attraction toward Asuka Ootorii, whom she respected enough to initially bequeath command. During the war, she secretly romanced Mia Cyrus, who later identified her as the Brigadier and confronted her; Francine bifurcated Mia in combat after she refused to join Babel Brigade. She manipulated others to serve her goals, such as brainwashing Sayako Hata into becoming the loyal weapon Sekmet. She also formed tactical alliances, deceiving and using figures like Leyla Basticon as pawns in her scheme to resurrect the Disas Beast.

Her capabilities centered on strategic leadership and operational command, honed as the original magical girl commander. Though specific magical abilities are unspecified, she excelled at inspiring loyalty and orchestrating complex initiatives, both in wartime and as head of Babel Brigade. Her most consequential strategy involved resurrecting the Disas Beast and harnessing its energy to create Sekmet.

Her chronology began with leading magical girls in the Distonian War. After surviving and founding Babel Brigade, she directed multiple terrorist operations to advance her new world order. Her story ended during a confrontation with former allies: Mia Cyrus identified her and launched a suicidal attack that killed them both. Prior to her death, Francine recorded a message for Asuka, disclosing that Asuka’s latent revival ability had saved her and explaining her motivations for becoming the Brigadier.
