Description
Youhei Hayami commands the Japanese Maritime Self-Defense Force submarine 707, an outdated diesel-electric vessel nicknamed "Snapping Turtle" for its conventional propulsion and perceived obsolescence. His extensive experience marks him as a highly skilled submariner with exceptional tactical intuition and deep familiarity with the ocean.

During the inaugural Peace-Keeping Navy (PKN) fleet assembly, Hayami arrives late, avoiding the initial USR terrorist ambush. Witnessing the flagship Apollo-Norm targeted by Admiral Red's advanced UX submarine torpedo, he deliberately positions the 707 as a shield, absorbing the impact. This sacrifice destroys his submarine but preserves the PKN command vessel, enabling his crew's safe evacuation.

Six months later, Hayami accepts command of a newly constructed 707 submarine. He assembles a mixed crew of veterans and cadets for the mission to counter Admiral Red. Despite the UX's nuclear-powered superiority, which easily outmatches other PKN submarines like the American Great Guardian, Hayami relies on unconventional tactics and environmental exploitation, avoiding direct confrontation.

His leadership prioritizes crew cohesion and strategic ingenuity over technology. Notable maneuvers include exploiting freshwater layers in underwater craters for buoyancy control to evade torpedoes and coordinating shockwave tactics to destabilize enemy vessels. This culminates in a critical engagement where he rams the UX, disabling its primary systems and rendering it combat-ineffective through close-quarters impact.

Beyond duty, Hayami maintains a family life with his wife Miyuki and daughter Ayu. Ayu expresses persistent concern over his dangerous deployments, mirroring familial anxieties within Admiral Red's household, underscoring the personal sacrifices inherent in his naval service.

His tactical philosophy frequently invokes the "Tortoise and Hare" parable, emphasizing measured persistence and situational adaptation over brute force or speed.
