Description
Youhei Hayami captains the submarine 707 for Japan's Maritime Self-Defense Force. He is married to Miyuki and has a daughter, Ayu. When the Peace-Keeping Navy forms to counter the terrorist group USR, Hayami commands Japan's contribution, an older-model submarine derided as a clunker. During the PKN's first meeting, Admiral Red's submarine UX attacks the fleet. Arriving late, Hayami deliberately positions the 707 to intercept a torpedo aimed at the PKN flagship supercarrier Apollo-Norm. This sacrificial act destroys the 707 but saves the Apollo-Norm; Hayami and his crew survive by abandoning ship beforehand.

Six months later, Hayami is recalled to duty and given command of a newly built submarine, also designated 707. He assembles a crew combining veteran officers and new cadets to confront Admiral Red and the USR threat once more. Acknowledged as one of the finest submariners, Hayami relies on exceptional skill and deep knowledge of sea tactics to overcome technological disadvantages. The new 707, though modernized, remains a conventional diesel-electric submarine with limited offensive capabilities due to Japan's military restrictions. Hayami's leadership and tactical ingenuity compensate, enabling the submarine to engage numerically superior enemies.

His approach emphasizes outwitting adversaries through unconventional tactics over firepower. For instance, trapped in an undersea crater, he maneuvers the 707 to generate shockwaves for escape, then exploits seafloor terrain to disable multiple enemy submarines. The loss of his original vessel remains a motivating factor, driving his commitment to the rebuilt 707 and its mission. His conflict with Admiral Red becomes deeply personal, intensified by their parallel lives; both commanders balance military duty with familial responsibilities as fathers.

Hayami's development centers on his resilience after sacrifice, his leadership integrating inexperienced recruits with seasoned personnel, and his tactical adaptability against a technologically superior antagonist.
