Description
Reeve Tuesti was born in either 1972 or 1977 and raised in the countryside, maintaining a close relationship with his parents, particularly his mother Ruvie Tuesti. He joined the Shinra Electric Power Company and rose to Executive Director of Urban Planning, personally designing Midgar's layout including its mako reactors and plate structure. Demonstrating consistent concern for citizens' welfare—especially those in the slums—unlike profit-driven colleagues like Heidegger and Scarlet, Reeve faced their scorn.

During the Sector 7 plate collapse crisis, he vehemently opposed President Shinra's decision, citing massive civilian casualties and his personal attachment to the city. He attempted remote intervention using his Cait Sith robot but failed to prevent the catastrophe. In subsequent executive meetings, he advocated rebuilding Sector 7 and expressed concerns about raising mako rates, only to have his proposals rejected in favor of the Neo Midgar project.

Reeve possessed the "Inspire" ability to breathe life into inanimate objects, using it to control Cait Sith units. Initially, he directed Cait Sith to spy on Cloud Strife's group for Shinra and steal the Keystone. However, after witnessing Aerith Gainsborough's death through Cait Sith and the party's dedication to saving the planet, he shifted allegiance. He then used Cait Sith to aid them by providing intelligence, rescuing allies like Tifa and Barret, and sabotaging Shinra operations. His remote control continued even after Scarlet and Heidegger arrested him for treason following President Rufus Shinra's presumed death.

Following Meteorfall, Reeve founded the World Regenesis Organization (WRO) to lead planetary restoration, coordinate rubble clearing for Edge's construction, and provide humanitarian aid. He personally informed Aerith's adoptive mother, Elmyra Gainsborough, of her death and evacuated Midgar citizens to the slums for safety. Years later, while interviewing orphan Denzel for potential WRO enlistment, Reeve learned Denzel had lived with his mother Ruvie in Sector 5 after Denzel's parents died in the Sector 7 collapse; Ruvie cared for Denzel until her death during Meteorfall's aftermath. Learning of this connection and influenced by Johnny's objections, Reeve instituted a policy prohibiting child recruitment in the WRO, stating children should "bring out the strength in us adults".

During the Geostigma crisis, Reeve coordinated WRO forces to support Edge's defense and contacted Cloud Strife for assistance. In the Deepground conflict, he commanded WRO operations against the Tsviets, utilized Cait Sith for infiltration and combat, collaborated with Vincent Valentine to uncover Omega's revival plot, and mobilized allies like Cloud and Barret for the Battle of Midgar. His strategic actions included destroying Mako Reactor 0 to halt Omega's reanimation.

Reeve maintained his moral compass throughout, balancing tactical pragmatism with compassion. His relationship with his parents, especially his mother Ruvie, informed his empathy, reflected in his gratitude toward Denzel for accompanying her in her final years.
