Shelby is a Disguiser Dragon who inhabited the corpse of Balgo Parks's deceased childhood friend immediately after the original human Shelby died at age seven saving Balgo from an oncoming train. This entity then lived in London for ten years, masquerading as Balgo's friend. In human form, Shelby appears as a stockily-built young man with thick curly hair, large eyebrows, typically wearing a light shirt emblazoned with "NO9 VJP," jeans, and sneakers. His true dragon form is large, serpentine, and dark-colored, featuring multiple small clawed arms, tattered wings, tentacle-like legs, a long neck, and a screw-shaped head with large eyes.
During his disguised life, Shelby dismissed supernatural claims like Reverse London as fairy tales. He maintained a steadfast friendship with Balgo and showed genuine fondness for Balgo's dog, Osushi. After revealing his true nature, Shelby became fixated on attaining immortality by devouring a witch, pursuing this goal with brutality and relentlessness. He expressed pride in his unique ability to live undetected among humans for a decade. Despite his violent objectives, he retained some care for Balgo, initially refusing to harm him and promising to spare Noel Niihashi if devouring Ninny Spangcole granted him immortality.
