He possesses medium-length ginger hair, orange eyes, and wears a distinctive outfit: a black choker, black shorts with double white-grey vertical stripes, brown laced sneakers, and a long white tunic bearing a simplified emblem on the back. The tunic features elbow-length sleeves lined with thick black stripes. Those with the Evil Eye perceive a cluster of large, bulbous eyeballs enveloping his head, connected by dense threads coiling down to his legs and interspersed with small humanoid hands sporting black fingernails. He is the tenth artificial soul vessel ("Veytoelka") created through the sorcery-based reproduction system of Arius Sabaramond, a powerful sorcerer from his home world. Roughly a century ago, during a fissure event in the imperial capital, the Bastard Children of Sabaramond escorted the infant Civil to Earth (Terramater), intending to groom him as Arius’s heir. This makes him chronologically about 100 years old despite his youthful appearance. His memory-sharing link with other Arius vessels is severed, isolating him from his other "selves". Civil embraces "unreasonable" circumstances. He believes unjust hatred or malice directed toward him—such as that incurred by a relative’s actions a century ago—justifies retaliating with equally unreasonable actions, allowing him to act without remorse. He states, "You can return unreasonable action with unreasonable action" with a "clear conscience," viewing such retaliation as distinct from initiating wrongdoing. He feels detached from Earth and desires to return to his original world, a motivation conflicting with the Bastard Children’s goal of exploiting otherworldly power. This detachment extends to limited attachment to Earth or its inhabitants, though he shows affinity for companions like Lulu and Soara Habaki, who share his otherworldly connection. Arriving in Japan shortly after the "invisible hands" incident with Lulu and Soara Habaki, Civil orchestrates the escape and subsequent assassination of Hideaki Habaki, Soara’s father, to facilitate her revenge. He later investigates the Torture Building, where Polka Shinoyama (host to the reincarnated Corpse God) resides. Disguised as a tourist, Civil requests a divination session with Corpse God, selecting "new encounters" and "fate that spans 100 years" as topics. He elaborates on his philosophy of inherited hatred and retaliation, probing Corpse God’s perspective. When Corpse God’s magic triggers an unfamiliar surge within him, Civil becomes intensely intrigued, though an external attack interrupts them. He later engages in combat against Taipei of the Heilei, demonstrating a magical technique reminiscent of Arius Sabaramond’s abilities. Civil inherits Arius's "Spirit-Eater" constitution, enabling him to absorb elemental magic. Initially, his limited training restricted him to storing mana for physical enhancement. However, he possesses prodigious innate talent; observing Corpse God’s sanctuary magic allows him to instantly grasp fundamental applications and execute advanced spells comparable to Arius’s own. This rapid development culminates in a confrontation where he battles Corpse God but is defeated by Framrodia Byandiraz’s magic. Captured alongside Lulu and Soara, Civil agrees to cooperate with Corpse God in exchange for formal magical instruction from the emperor and court sorcerers.
