Takaaki Morofushi serves as a Keibu (Inspector) in the Nagano Prefectural Police. He is 35 years old with black hair and blue eyes. A childhood tragedy shaped his life: he witnessed the murder of his parents at home alongside his younger brother, Hiromitsu Morofushi. After this event, Takaaki stayed in Nagano while Hiromitsu relocated to Tokyo with relatives. The brothers kept in contact and both ultimately joined law enforcement. Takaaki later solved his parents' murder, confronting the perpetrator; Hiromitsu prevented the culprit's subsequent suicide attempt.
Within the Nagano police, Takaaki developed a competitive partnership with his childhood friend, Kansuke Yamato, frequently collaborating on investigations. He remained unaware of Hiromitsu's undercover assignment for the Tokyo MPD Public Security Bureau, where Hiromitsu infiltrated the Black Organization under the codename "Scotch." Hiromitsu died by suicide during the operation to avoid exposure. Years later, Takaaki received an envelope containing Hiromitsu's gunshot-damaged phone. This prompted Takaaki to investigate his brother's death, suspecting Rei Furuya—a friend Takaaki introduced to Hiromitsu in college—might have sent the phone.
During the Nobeyama radio observatory break-in and related shootings, Takaaki worked with Kansuke and Yui Uehara. On a mountain road ambush, he pushed Kansuke out of the line of fire, resulting in Takaaki falling into freezing water before being rescued. Following an avalanche incident, Takaaki discussed Conan Edogawa's actions and Kansuke's faked death at a hospital, noting Conan's consideration towards Yui regarding information. He observed Yui's strong emotional reaction to Kansuke's presumed death, initially criticizing it as excessive but later considering it might reflect deeper personal concern beyond their professional relationship.
