Phil is a four-year-old orphan living at Grace Field House Plant 3, cared for by Isabella. Identified by the tattoo "34394" on his neck, he is classified as "low-quality goods" due to his young age. He possesses tan skin, dark brown hair, light blue eyes, and a distinctive cat-like smile, wearing the standard Grace Field uniform: a white button-up shirt, white pants, and brown boots.

Born on July 31, 2041, Phil arrived at Plantation 3 in 2042. Despite his youth, he displays exceptional intelligence and perceptiveness, consistently achieving high test scores and noticing irregularities others miss. He independently discovers Morse code hidden in library books and alerts Emma. Outwardly cheerful, playful, and caring towards siblings like Sherry, Carol, and Emma, he effectively conceals deeper suspicions and emotions.

During the orphanage arc, Phil frequently appears at critical junctures: he catches Don and Gilda in Isabella's room, interrupts Sister Krone searching Ray's belongings, and participates in Emma's secret escape training. When Emma reveals the orphanage's true purpose—raising children as food for demons—Phil admits his prior suspicions and agrees to stay behind with the under-four-year-olds. He assumes leadership to protect them and prevent premature shipments. On the escape night, he distracts Isabella by gathering the younger children, enabling Emma and the older orphans to flee. Isabella later confirms their escape to Phil, revealing her awareness of his knowledge.

After Grace Field House Plant 3 burns down, Phil and the remaining children transfer to another plantation under Yukko's care. Witnessing siblings like Simon being shipped out deeply affects him. He grows increasingly isolated, guilt-ridden, and depressed privately while maintaining a cheerful public facade. He becomes protective of new siblings Carol, Jackie, Simon, and Helen but distances himself from Yukko, viewing her as an enemy. His mental state deteriorates due to helplessness, echoing Ray's past struggles.

Phil later aids resistance efforts during the system's abolition, assisting in a distraction tactic against breeders attempting shipments, contributing to the children's eventual escape. Reuniting with Emma and the others, he evacuates to the human world. Over the next two years, he attends school and joins the search for Emma, found with amnesia. Their reunion is emotional; he later fulfills his dream of riding a train.

Key relationships include his strong bond with Emma, whom he admires as an older sister and trusts implicitly—she confides the orphanage's truth solely in him among younger children.
