Description
Reo Shinsei, also known as Reo Niiboshi, is a police officer in Asakusa. He possesses dark skin, turquoise eyes, shoulder-length white hair, and shark-like teeth. His primary attire is a standard police uniform, though he has also worn an imperial outfit and a dark purple hospital gown. His surname "Niiboshi" (新星) means "nova" or "rising star," while his given name "Reo" (玲央) combines characters signifying the "tinkling sound of jewels" and "center."

Originally a kappa knight serving Keppi, prince of the Kappa Kingdom, Reo defected to the Otter Empire after they resurrected his partner and lover, Mabu Akutsu. This resurrection implanted Mabu with a mechanical heart that suppressed his ability to verbally express emotions, particularly his love for Reo. Reo initially perceived this resurrected Mabu as inauthentic, causing significant conflict. Nevertheless, Reo remained deeply committed, undertaking missions to extract human desires and create zombies to collect Dishes of Hope—artifacts he believed could restore Mabu's original state.

Reo's romantic relationship with Mabu is central. Multiple sources explicitly confirm their bond, including Reo declaring them "the ultimate couple" and Mabu using the intimate term "aishiteiru" (I love you). The spin-off manga further explores their dynamic as adoptive parents to Sara, a child they discovered on a plate. Reo chose to adopt her despite societal prejudice against their same-sex relationship, defying objections about their household.

His duties for the Otter Empire involve manipulating human desires under the guise of "Kappazon, Inc.," aligning with the empire's societal control goal. However, Reo's actions are consistently driven by devotion to Mabu, not ideological alignment. This loyalty persisted even after learning Mabu's emotional suppression resulted from a bargain with Otter to save his life—a revelation that recontextualized their strained interactions.

Reo maintains a familiar yet fractured relationship with Keppi due to their shared history as former allies. The spin-off manga solidifies his familial role, emphasizing his protective instincts as Sara's adoptive father and his defiance of societal norms to provide her a loving home.
