Kudo is an archaeologist and Pokémon researcher, appearing during Part Two of the special as a friend of Professor Elm. He witnessed Team Rocket agents Hun and Attila injure Raikou. Officer Jenny escorted Kudo to the Pokémon Center where Raikou received treatment. Observing the Legendary Pokémon, Kudo noted its deep distrust of humans, likely stemming from repeated capture attempts. He advised releasing Raikou back into the wild immediately after its health stabilized to reduce stress and conflict. Professor Elm intended Jimmy and Marina to meet Kudo for his expertise. However, Eugene, a self-proclaimed Legendary Pokémon enthusiast, quickly overshadowed Kudo and took charge.
