Shunsaku Kudou is the record producer for the Hummingbird idol group, tasked with discovering their talent and guiding their career. He first scouted the Toreishi sisters when they served as aerial targets during a military exercise for the rival idol group SNAP. Captivated by their flying abilities—especially Satsuki's unconventional maneuvers—Kudou immediately pursued contract negotiations with their mother and manager, Hazuki Toreishi, to secure their representation.

His background includes prior service in an unspecified air force branch, where he qualified as a pilot. This expertise became crucial during a critical incident, enabling him to assist the sisters in disarming bombs planted in their aircraft by Yajima Office rivals.

Beyond talent scouting, Kudou actively oversees Hummingbird's professional activities. He directed their debut music video and coordinates their public appearances alongside executive manager Shinobu Ijūin. He maintains hands-on involvement in their day-to-day management, supported by his assistant Yasuda.
