Description
Tokime Bando, eldest twin sister of Yukiji Bando, endured an orphaned childhood within a human experimentation facility. Foundation X later claimed her, establishing a new family register. She surfaced in Fuuto as an amnesiac, dubbed the "Witch of the T Junction" by citizens reporting thefts of women's clothes and robberies targeting men. Her memory loss obscured her past identity and connections.

Encountering Shotaro Hidari during a Road Dopant investigation cleared her of involvement in the killing spree. Securing release on probation required her to serve as an assistant detective at the Narumi Detective Office, an arrangement brokered by Ryu Terui. Tokime exhibits a blunt, straightforward personality, often oblivious to her provocative nature. She harbors a deep aversion to inconveniencing others, actively striving to avoid being in anyone's way. Though initially incurious, she demonstrates perceptiveness during investigations, exemplified by identifying Midori Koizumi as an informant in the Meganeura Dopant case.

Her past as a former assassin for the organization Street and her identity as the Joker Dopant emerged gradually. The Joker Dopant wields energy-based playing cards as versatile weapons, forming blades, timed explosives, or shockwaves. Additional capabilities include trapping targets within containment cards, executing a powerful "Joker Kick," and possessing enhanced speed and strength. This form could dismantle Dopants or shatter their Gaia Memories through sheer force. Tokime transformed using a Gaia Driver Rex belt, though her Joker Dopant Memory shattered. Philip later restored approximately 33.33% of its power, enabling partial function.

Resurfacing memories led Tokime to confront elements of her past, including Hideo Chiba of Street attempting to recruit her. She refused, choosing dedication to detective work. Her emotional bond with Shotaro deepened, suggesting possible romantic affection and sparking a rivalry with Philip for his attention. With her powers fully awakened, Tokime displayed less mercy than her colleagues, ruthlessly killing Yoichi Yanogami during the Kazuha case. Her anger allowed her to harness the Joker Memory's power beyond normal limits.

Following the main series events, Tokime was present as Shotaro recounted the story of Sokichi Narumi and the origins of Kamen Rider Double, detailing the creation of Gaia Memories and the events of "Begins Night." This narrative answered her questions about their history, subtly connecting to the significance of the Joker Memory for both her and Shotaro. She developed affection for the Futo Irregulars, fearing she might forget them if her memories fully returned.

Her story extended into expanded media, including stage adaptations featuring different actors portraying her. In one fan fiction continuity, she survived the "Gaia Bombing Incident," later resurfacing with black hair. She operated alongside a mysterious Kamen Rider Fang and eventually became Kamen Rider White Joker using a Lost Driver and Joker Memory.
