Richard Withers is the President of the Northern Union of Patria, also known as リチャード・ウィザース (Richādo Wizāsu). He wields significant political authority within the Northern Union government. Richard is the father of Cain Madhouse (formerly Cain Withers) and Claude Withers, having two sons from separate marriages. His first wife, Cain's mother, is deceased and referred to as Mrs. Withers. He later remarried into the Roses family, fathering Claude with his second wife, making Claude Cain's half-brother. Claude serves as Captain of the government unit Coup de Grace, tasked with exterminating rogue Incarnates, a position facilitated by his father's presidential status.

Richard Withers commands military operations, authorizing missions against Incarnates. He receives direct reports on Coup de Grace's activities, such as their resolution of an incident in Rivulet Wood. Following this, he orders the unit to continue its mission with the directive to eliminate as many Incarnates as necessary, prioritizing their destruction to preempt future conflict.
