Description
Rigurd began as the elderly chief of a goblin village in the Great Forest of Jura. Initially frail, he depended on a walking stick and spoke with a stutter, his eyes partially closed due to age. His village existed under the protective aura of the sealed Storm Dragon Veldora, revered by the goblins as a deity. This peace shattered when Veldora's aura vanished, triggering a direwolf attack that killed Rigurd's eldest son, Rigur, during an ambush.

Facing crisis, Rigurd sought aid from Rimuru Tempest, who arrived during the assault. After Rimuru defeated the direwolf leader and brokered a truce, he named Rigurd's surviving son with his deceased brother's name. Rimuru then named Rigurd himself, sparking an immediate evolution from frail goblin to robust hobgoblin. This transformation drastically altered Rigurd: he gained a tall, muscular physique comparable to a large human, discarded his walking stick, and regained full eye function. His lifespan extended significantly.

Post-evolution, Rimuru appointed Rigurd Goblin Lord to oversee neighboring goblin villages. As the community grew into the Jura-Tempest Federation, his role elevated to Goblin King, commanding other Goblin Lords. He ultimately became the Federation's Prime Minister, managing most internal affairs and civil administration under Rimuru. His duties included citizenship oversight, security coordination, and diplomacy, often reporting directly to military commanders like Benimaru during war.

Rigurd displays stoicism and competence in administration but exuberant enthusiasm around Rimuru. He actively organizes festivals and feasts, believing celebration unifies communities. As a father, he expresses profound pride in his son Rigur's achievements, becoming tearfully emotional during significant familial moments. Possessing inherent charisma, encouraged by Rimuru for diplomacy, he generally maintains calm. However, disruptive incidents—like property damage caused by allies such as Milim—trigger intense, silently controlled anger.

Though governance-focused, Rigurd holds latent combat capabilities. His evolution granted strength equivalent to A-Rank or higher monsters, demonstrated when he effortlessly lifted and threw a 20-meter megalodon alongside Geld. Yet he self-deprecatingly laments lacking combat training due to administrative duties, remaining largely unaware of his own prowess. He voluntarily aided defenses during crises like repelling the Falmuth invasion, though frontline combat fell to specialists.

His relationships center on unwavering loyalty to Rimuru, whom he considers his savior and leader. He collaborates closely with ministers like Lilina (production), Luigurd (law), Regurd (legislation), and Logurd (administration) to ensure the Federation functions. Dedication to Tempest's ideals of unity and prosperity defines his actions across all appearances.
