Movie
Description
Billy Banx Jr., known as Chief, commands the Pipers division of Wing Bind, the dragon conservation organization in Reverse London. He leads agents Noel Niihashi and Ninny Spangcole, assigning their duties while usually staying off-field. His appearance features shaggy black hair, a thick horseshoe mustache, and a crooked cigarette. He wears a distinct outfit: a green hat and jacket, white dress shirt, orange tie, white gloves with orange patches, and red-and-black plaid pants. During his brief stint with the elite Sabre Squad, he wore a black cape bearing a Scorpio zodiac insignia.
Chief maintains a laid-back and casual demeanor, often brushing off Ninny Spangcole's criticisms with snide remarks or teasing her about responsibilities. Despite this relaxed attitude, he demonstrates serious commitment to his duties, proactively authorizing overtime pay to motivate subordinates and making swift operational decisions during crises. He openly acknowledges self-inflicted setbacks like his demotion from the Sabres due to laziness. His understanding of Noel and Ninny allows him to anticipate their motivations and manage their assignments effectively.
His key actions include deploying Noel and Ninny to exterminate a London dragon when he recognized the Sabres were unavailable during northern training. This decisive action earned him a temporary promotion to the Sabres, though he was later demoted back to the Pipers for recurring laziness. Following this demotion, he continued overseeing Noel and Ninny's work, including protecting the Dragonclad Balgo Parks. He strategically approved overtime pay to secure their cooperation in assisting Balgo with his dragon companion, Osushi.
When the legendary dragon Cinderella emerged, he established an emergency street blockade at Ninny's request. Later, he intervened decisively, firing a precision magic beam from Wing Bind headquarters that pierced Cinderella's Crown-Shaped Horn from miles away, eliminating the threat. The next day, he processed administrative consequences for Noel and Ninny, docking their pay for property damage while awarding minimal compensation. He then introduced them to another Dragonclad, Macy Baljure, and informed them of Balgo's removal from the punitive designation list.
Attempting to infiltrate a Top of Horns meeting room, he was intercepted by Sullivan Squire and Arkvine. Sullivan, initially suspecting Chief knew about his subordinates' conflict, warned him to protect them from Bruno Bangnyfe's extreme methods after Chief denied prior knowledge. Chief's capabilities include mastery of advanced magic, notably shown by his single-shot elimination of Cinderella. He possesses exceptional marksmanship, accurately targeting vulnerabilities without visual aids, as demonstrated when he destroyed Cinderella's horn using only his finger for aim.
