Spring 1975, following Ultraman Leo, marks the conflict's beginning. A voice recounts how peace returned to the universe, only for Jackal to shatter it, escaping his imprisonment within a black hole where Ultraman King confined him for past crimes.

This narration details Jackal's vengeful campaign against the Ultra Brothers, explaining his method: assuming the forms of their greatest adversaries to assassinate them one by one. It chronicles the deaths of Ultraman, Ultraman Jack, Ultraman Taro, Ultraman Ace, and Astra, forcing survivors Zoffy and the Mother of Ultra into hiding on Earth under human disguises.

The voice conveys Jackal's army invading and enslaving Earth, using threatened human hostages to lure out the hidden Ultras. It introduces the unexpected armored warrior Melos, Captain of the Andromeda Nebula Branch of the Inter Galactic Defense Force, intervening against Jackal's forces.
