Nova Tsukuyomi, designated "The Mighty", serves as the head of the Sumeragi Group's Defense Unit and leads Project Muse. He stands as the primary antagonist in the first Azure Striker Gunvolt narrative. An orphan raised within a Sumeragi research institution, Nova became the 77th test subject for "Project Gunvolt" at age seven. This initiative sought to create artificial Adepts wielding the Azure Striker lightning Septima. Despite high compatibility predictions, his lightning powers catastrophically misfired during testing, nearly killing him. Deemed a failure, researchers replaced the Azure Striker Septimosome with a Psychokinesis Septimosome, saving his life and unlocking his immense aptitude for this new power.

Excelling with Psychokinesis, granting telekinetic control over matter and energy, Nova ascended swiftly within Sumeragi due to his combat prowess and political skill, becoming Defense Unit manager faster than any predecessor. He personally recruited notable Adepts like Merak and Jota; Merak joined after Nova scouted him during ostracization for his intellect and Septima, while Jota, formerly of the Japanese Army, faked an injury discharge to follow Nova after witnessing his leadership on an Adept suppression mission.

Nova typically presents a calm, civil, and strategically perceptive demeanor, maintaining composure under pressure. Underneath lies significant arrogance and complex motivations rooted in a childhood desire for peace and justice, warped by Sumeragi's internal conflicts. He believes only Sumeragi can impose global order, viewing adversaries like Gunvolt and QUILL as terrorists. This drives his commitment to Project Muse, a plan using the Muse's mind-control abilities via song to subjugate all Adepts nationwide under the guise of national security. Despite this, he privately expresses discomfort with Project Muse and Sumeragi's methods, such as the cruel treatment of Adept Stratos, preferring an ideal where no one is harmed while acknowledging such hopes as unrealistic.

Events in "Justice Rage" reveal his operational tactics and hidden capabilities. One year before the main conflict, he and Jota pursued gang leader Adept Viper for recruitment. During this mission, Nova disclosed his secret ability to minimally use Psychokinesis without Sumeragi's control device, the Glaive, violating strict monitoring systems. He expressed personal distaste for Glaives, fearing the exposure of his ego during transformation and hoping Project Muse's success would end their necessity.

In the climax of the first story, Nova confronts Gunvolt after the latter defeats Sumeragi's elite Adepts. Utilizing the captive Muse, Lumen (the psychic projection of girl Joule), in combat, Nova ultimately merges her with three Glaives, triggering a monstrous transformation known as Armed Phenomenon. This state alters his physical form into a large, non-human metallic entity with multiple arms and a distorted voice, eroding his prior composure. His arrogance escalates into delusion, declaring himself a god and ultimate ruler destined to impose peace, showcasing the Glaives' corruption of his original ideals.

Defeated by Gunvolt, Nova's final words lament the collapse of his system, warning that Adepts without the Muse's guidance will destroy the world. He later appears in a major update for a subsequent installment, featuring in a new boss encounter.
