Seth emerges as the primary antagonist within the Street Fighter IV series, commanding Shadaloo's weapons division S.I.N. as its CEO. This entity exists as the 15th unit among at least 26 genetically engineered replacement bodies designed for M. Bison. Utilizing combat data harvested from global fighters, Seth develops a potent hybrid martial arts style. Claiming superiority over the other units, Seth asserts possession of self-awareness and humanity, dismissing the others as mere puppets under Bison's control.

Physically, Seth inhabits synthetic humanoid forms equipped with a Tanden Engine—a spherical, rotating power core embedded within the abdomen and enclosed by a Taoist Eight Trigrams pattern. Activation triggers a transformation: skin turning black and eyes glowing yellow. Initially presented in Street Fighter IV with a muscular male physique, Seth later adopts a default female form designated "Doll Unit Zero" in Street Fighter V: Champion Edition. This new body exhibits metallic silver skin segmented by black plates divided with orange glowing lines, long black hair in a high ponytail, and an ox horn resembling a halo. Seth's voice remains unchanged despite the feminine appearance. While losing limb-stretching capabilities, this body gains rapid muscle mass adjustment during attacks. Seth is canonically genderless, referenced with male pronouns in Street Fighter IV and gender-neutral terms in Street Fighter V.

Seth's narrative arc initiates by hosting a World Warrior tournament to lure Ryu and complete the BLECE (Blackout Laser Energy Cannon Emitter) project, aiming to weaponize captured battle data. Following Bison's apparent death in prior events, Seth plots to control Shadaloo's remnants via S.I.N. Bison resurfaces, defeats Seth, and reveals the anticipated rebellion. In Street Fighter V, Juri reactivates Seth by implanting salvaged brain remnants into Doll Unit Zero. This compulsion leads Seth to mistake Ed and Falke for Bison due to their Psycho Power usage, triggering confrontations.
