Seth originates as an artificial intelligence inhabiting synthetic humanoid bodies, serving as the 15th of 26 genetically engineered replacements created for M. Bison by Shadaloo. As CEO of Shadaloo's weapons division, S.I.N., Seth oversees the BLECE project—a weapon designed to harness and weaponize fighting energy. The character's physical form features an exposed Tanden Engine in the abdomen: a spherical power source enabling energy manipulation and limb-stretching. Seth is a genderless entity, using male pronouns in early appearances and adopting gender-neutral identifiers after transitioning bodies. The Tanden Engine activates with distinct visual changes: yellow eyes and blackened skin during combat.

Seth combines high intelligence with ruthless pragmatism. Maintaining a calm demeanor, the character exhibits arrogance—often laughing during powerful attacks. In *Street Fighter IV: The Ties That Bind*, Seth commands C. Viper to capture martial artists for BLECE experiments, specifically targeting Ryu to harness the Satsui no Hado. Seth justifies this by claiming the energy will "spread power over the world with but a touch." Confronting Ryu on a S.I.N. cruiser, Seth delivers a monologue asserting power derives from violence and human desperation. This inadvertently aids Ryu's enlightenment, leading to Seth's defeat via the Mu no Ken technique, which burns the synthetic flesh. Shadaloo operatives later rescue Seth, revealing M. Bison's manipulation of S.I.N.

Subsequent events show Seth hosting a tournament to lure Ryu, but M. Bison intervenes, defeating Seth and exposing the character as a pawn. Juri Han—initially a subordinate—betrays Seth, crushing the Tanden Engine and leaving the body inoperable. C. Viper eliminates one of Seth's remaining clones. Seth's consciousness survives through a salvaged brain integrated into "Doll Unit Zero," a feminine robotic body with metallic silver skin and amber eyes. This body loses limb-stretching but gains muscle mass modulation. Reactivated by Juri, the reborn Seth retains the original voice and obsession with destroying M.
