Fubuki, known professionally as Blizzard of Hell, holds the rank of B-Class Rank 1 hero within the Hero Association. She is 23 years old and stands 5'6" tall. Her appearance features a distinctive chin-length dark green bob and green eyes. Her signature outfit consists of a form-fitting green dress, a white fur coat, thigh-high boots, and pearl necklaces, reflecting her conviction that clothing defines a person.

An esper, Fubuki wields versatile psychokinesis. She erects psychic barriers capable of blocking Dragon-level energy blasts, though such efforts often cause physical strain like eye bleeding. She demonstrates flight through quick bursts of levitation and employs organic-body enhancement to temporarily boost allies' physical attributes. Her telepathy enables psychic communication. Combat techniques include Hell Storm, which whips debris into tornadoes, and Psychic Whirlwind, a defensive maneuver that redirects psychic attacks and disrupts other espers' abilities. She developed Psychic Whirlwind independently to surpass her sister Tatsumaki, who had mastered it earlier. Specialized support skills include energy suppression, used to stabilize Genos' overheating core, and organic restoration, healing injuries by drawing upon another person's strength. These actions exact significant physical tolls, sometimes causing unconsciousness.

Leading the Blizzard Group, a faction of over 35 B-Class heroes, Fubuki employs team-oriented strategies contrasting her sister's solitary approach. Members wear standardized black suits and use coordinated tactics to overcome threats, dividing bounties and credits. The group recruits powerful heroes like Saitama to strengthen influence, though Saitama resists formal membership. They operate under Fubuki's command to dominate B-Class rankings and shield lower-ranked heroes from exploitation. Consistent small-scale hero work maintains their positions. They participated in key events, confronting the monster Do-S and rescuing Dynamite Man. During the Do-S conflict, most Blizzard Group members fell under mind control, forcing Fubuki to immobilize them psychically. Later, Tatsumaki's intervention hospitalized the entire group during the Monster Association raid, prompting Fubuki to seek vengeance alongside a temporary "New Blizzard Group" consisting of Saitama, Genos, Bang, Bomb, and King.

Fubuki's background centers on her relationship with her older sister Tatsumaki, the S-Class Rank 2 hero. Together, they are known as the Psychic Sisters. Despite her capabilities, Fubuki deliberately remains in B-Class due to Sweet Mask's gatekeeping of S-Class promotions and her strategic preference to control B-Class rather than compete directly with Tatsumaki. Her character evolves across major arcs: during the Monster Raid, she protects allies like Bang and Bomb from Overgrown Rover and heals Genos and Tanktop Master despite personal risk. In the Psychic Sisters arc, she confronts Tatsumaki's isolationism, disbanding the Blizzard Group to protect them from her sister's interference. Dedicated members choose to remain, leading Tatsumaki to reluctantly accept their loyalty while warning them of consequences should Fubuki be harmed.
