Description
Phil is an 11-year-old boy and Saga Bergmann's classmate in Muhlenburg. He forms an inventor trio with friends Jan and Alan, operating from their junkyard laboratory where they build experimental devices like the "Rain Genie EX" series. Their inventions frequently backfire spectacularly, causing classroom explosions or malfunctioning during demos. Undeterred, Phil maintains persistent optimism, viewing each failure as a "shortcut to success" and immediately proposing new iterations.

He repeatedly invites Saga, Anne, and Norma to assist his projects, though Saga typically declines. Despite her refusals, Phil readily helps Saga when she seeks his expertise, such as developing flight mechanisms for Pepper’s turtle Lancelot. During these collaborations, he demonstrates malfunctioning prototypes like the Turbo Mini Copter and Jet Assist Glider but provides alternative materials to support her efforts.

Phil shows subtle concern for Saga during pivotal moments, like her distress over her mother’s piano. In the final story arc, he partners with her to explain the piano’s significance and supports her through related challenges. Unconfirmed speculation exists about a potential romantic interest between them. His school involvement includes participating in the class play "Princess and Fairy" in the OVA Summer Special.
