Chloe is one of the three main teenage heroes in the anime, originally created as a genetically modified agent of the organization Hydra. She was raised and trained by Hydra to believe the Avengers were villains, but she eventually came to realize the evil nature of the organization and chose to defect alongside her companions, Makoto and Adi. Following a successful rescue by the Avengers, she became a member of the Future Avengers, a training initiative designed to help the young heroes master their powers and become superheroes. She later adopts the codename Charade.

Chloe possesses a superhuman ability known as the Camouflage Act. This power allows her to shapeshift her appearance to perfectly disguise herself as any other person, including mimicking their voice. However, this ability does not allow her to copy the superpowers of others. In some depictions, her powers also extend to limited animal transformation, such as turning into a cat. In addition to her shapeshifting, Chloe is proficient in combat, often using tonfas as her primary weapons.

Chloe has a personality marked by independence, sharp wit, and a strong stubborn streak, which can sometimes lead her to act recklessly or carelessly. She has a dry, deadpan sense of humor. Beneath this exterior, she is deeply protective of her friends, particularly Makoto, whom she views as a younger brother, and Adi, who is like a brother figure to her. This loyalty drives many of her actions throughout the series, including the decision to secretly stow away on an Avengers mission to Wakanda, a move that demonstrated her audacity but also landed her in temporary imprisonment. Her actions eventually earned her the respect of Black Panther.

Chloe's role in the story is central, as her perspective and abilities are frequently key to the team's success. As a former Hydra agent, her knowledge of the organization helps the Avengers counter their plans. Her infiltration skills are crucial on numerous missions, such as when she infiltrates the villainous group Bad Girls Inc. by defeating and impersonating Diamondback while on a mission with Black Widow and Wasp to stop a black market auction. One of her most significant relationships develops with Kamala Khan, who later becomes the hero Ms. Marvel. The two become close friends after Chloe discovers Kamala’s identity and shared admiration for Captain Marvel. This friendship is so strong that Chloe travels to the moon to ensure Kamala's safety during a conflict involving Inhumans.

Throughout the series, Chloe undergoes significant development. She transitions from a confused and manipulated pawn of Hydra into a confident and capable hero. Initially hesitant to accept a codename, feeling she needs to earn it, she eventually embraces the name Charade after proving herself. Her journey includes reconciling with former allies like Bruno and confronting her former masters, including the Red Skull. By the end of the series, she successfully completes her training and graduates as a full-fledged hero alongside the other Future Avengers.
