Description
Dogusaburō Oniyama leads the police department's anti-phantom thief bureau, relentlessly pursuing the capture of phantom thief Joker throughout his career. His surname contains a pun on the Japanese yōkai "oni," aligning with his determined and occasionally fearsome law enforcement style. Physically, he displays a bald patch atop his head, long black hair swept outward from the sides, a thin mustache, a mole between his eyes, and sharp-looking teeth. He consistently wears a parrot green suit, black tie, and black shoes.

Oniyama's hatred for Joker fuels his motivation to appear at nearly every related crime scene, deploying traps and strategies that inevitably backfire due to Joker's ingenuity. Despite this recurring comedic failure, he demonstrates earnest dedication to duty. When innocent lives are endangered, he prioritizes the greater good over personal animosity—cooperating reluctantly with Joker. This occurred when his daughter Haruka and her friend were captured, revealing his profound familial loyalty, and when he warned Joker of incoming missiles, hinting at underlying respect.

His emotional vulnerability surfaces through obsession with Joker. Believing Joker permanently captured plunged him into despondency; he drafted a resignation letter and lost all drive. Joker's escape reignited his fervor—he tore up the resignation, confirming his professional purpose hinges on their rivalry and exposing an unintended dependency.

Beyond work, Oniyama is a devoted family man married to Tomoe Oniyama, deeply protective of daughter Haruka. He complies unquestioningly with his wife and daughter, joining their shopping trips on days off. Once, Joker disguised himself as Haruka using "Image Gum" to infiltrate a Christmas party. Oniyama unknowingly gave laxatives to the impostor, creating chaos as Joker—desperate for a restroom—found it locked with the real Haruka restrained inside. This incident frames Oniyama as a comically flawed yet well-intentioned father.

He frequently punctuates declarations like "You are so under arrest" with his catchphrase "So." Though largely a comic figure, his persistence and moral integrity occasionally garner subtle respect from Joker, adding nuance to their antagonism.
