Tomoka Kusanagi presides as the chief priestess of Tenman Shrine, a role inherited from her father, Seigen Kusanagi. She is the wife of Takuto Kusanagi and mother to Yuma Kusanagi. Her duties encompass managing the shrine's daily operations and actively marketing it as a desirable destination, especially for couples.

While fundamentally strong-willed, Tomoka occasionally reveals a more childish side. She possesses a marked propensity for jealousy, particularly when her husband engages in flirtatious behavior with others. Despite such reactions, she remains secure in the knowledge of Takuto's deep love and commitment.

Her demeanor embodies the Yamato Nadeshiko ideal, presenting an image of calm composure and grace that contrasts with her husband's flamboyance. Physically, she is characterized by her black hair and black eyes.

As a member of the Kusanagi lineage—historically tied to exorcism practices—she oversees Tenman Shrine. Under her stewardship, the shrine has transitioned its primary focus from spiritual combat to catering to local tourism.
