Governor Maisaka's brainwashing controls her, making her believe her targets are genuine threats requiring eradication. This conditioning enables her to commit violent acts without remorse, seeing them as necessary justice.

Her powers encompass advanced telekinesis, allowing her to manipulate objects and hurl vehicles during combat. She also employs telepathy for mental assaults described as "mind rape," capable of controlling individuals or extracting information. A signature ability involves absorbing electricity from nearby sources like power lines or vehicles, drastically amplifying her physical strength and psychic power. This absorption causes a visible physical transformation, increasing her muscle mass and destructive capacity. Her combat style relies on overwhelming force, often ignoring collateral damage or civilian casualties.

Lucifer's actions exemplify her fanaticism. She deliberately causes a catastrophic highway pile-up solely to kill one target, Tachihara, showing no concern for the resulting deaths.
