Description
Lucifer stands as the primary antagonist throughout all official Angel Cop media. She is one of three psychics called Hunters, specifically engineered to eliminate individuals judged unjust. Within this group, Lucifer wields the most potent psychic abilities and displays the most extreme dedication to her mission. Governor Maisaka's brainwashing controls her, making her believe her targets are genuine threats requiring eradication. This conditioning enables her to commit violent acts without remorse, seeing them as necessary justice.

Her powers encompass advanced telekinesis, allowing her to manipulate objects and hurl vehicles during combat. She also employs telepathy for mental assaults described as "mind rape," capable of controlling individuals or extracting information. A signature ability involves absorbing electricity from nearby sources like power lines or vehicles, drastically amplifying her physical strength and psychic power. This absorption causes a visible physical transformation, increasing her muscle mass and destructive capacity. Her combat style relies on overwhelming force, often ignoring collateral damage or civilian casualties.

Lucifer's actions exemplify her fanaticism. She deliberately causes a catastrophic highway pile-up solely to kill one target, Tachihara, showing no concern for the resulting deaths. She systematically murders members of the Special Security Force, believing them complicit with terrorists. Specific instances include mentally forcing one agent to detonate a grenade, killing himself and others, and psychically draining the mind of another agent, Peace. She also kills Kuwata for permitting Tachihara to leave a secured facility.

Her relationships reinforce her role. Initially aligned with fellow Hunters Asura and Freya, their paths diverge as they question their missions and uncover the manipulating conspiracy. Lucifer remains unwaveringly fanatical, rejecting their doubts and ultimately killing Freya when she defects. This contrasts with Asura, who survives by allying against her. Her sole loyalty belongs to Maisaka's corrupt agenda, viewing all opposition as inherently unjust.

Lucifer's story concludes differently across media. In the anime, her pursuit of Raiden and Angel culminates in a final battle. Raiden, enhanced by cybernetics, fights her to a standstill before sacrificing himself. He forcibly detonates his cybernetic suit, killing both himself and Lucifer. The manga adaptation presents an alternate ending where Angel, enhanced by cybernetics following injuries, kills her.
