Tsurukubi possesses long brown hair and distinctive heterochromatic eyes: his right eye is hazel, while his left is tan, marked by a vertical scar. He typically dresses in a navy blue outfit. Calm and level-headed, he approaches situations analytically and cautiously. He demonstrates deep concern for Hotarubi's well-being, consistently prioritizing the other's protection over personal risk. His background involves fleeing an assassination group called Owl, leading him to seek refuge in Saika village. Before joining the Saika Ikki, Tsurukubi encountered Hotarubi during the latter's imperial assassin training, forming a protective bond with him.

Tsurukubi and Hotarubi undertake missions together, including defending their village from invaders. After one battle, Tsurukubi reveals to Hotarubi that an upcoming confrontation will be their last in the village, expressing apprehension about Hotarubi's safety. The next day, when Hotarubi rescues Kurohyo during combat, Tsurukubi arrives to warn them of surrounding enemies. As the oldest member of the Saika Ikki, he maintains his role as a guardian figure within the group.
