Inspector Koichi Zenigata is a Japanese Interpol officer defined by his relentless pursuit of the gentleman thief Lupin III. He originated as Lupin's arch-rival, designed for a "human Tom and Jerry" dynamic. Initially introduced as Heiji Zenigata VII, a descendant of the fictional detective Zenigata Heiji, this lineage was later retconned and his name changed to Koichi Zenigata.

Starting his career with the Tokyo Metropolitan Police, he joined Interpol specifically to apprehend Lupin III. An early failure to capture Lupin in Japan resulted in his temporary demotion to beat cop. While respected by peers for his criminal-catching expertise, Zenigata's superiors frequently clash with him over his single-minded methods and disregard for protocol.

His personality evolves across portrayals, shifting from corrupt, opportunistic, and violent tendencies into a more affable yet bumbling figure. His defining obsession with capturing Lupin dominates his life, often excluding personal relationships; he expresses occasional longing for family but prioritizes the chase. When consumed by pursuit, he subconsciously performs improbable feats like overcoming large obstacles or multiple attackers.
