Description
Inspector Koichi Zenigata, a Japanese police inspector with Interpol, dedicates his career to capturing the master thief Lupin III. He initially bore the full name Heiji Zenigata VII, referencing descent from the fictional detective Zenigata Heiji, though this blood relation was later deemphasized in favor of Koichi Zenigata. Conceived as Lupin's arch-rival, their dynamic resembles a "human Tom and Jerry."

Originally with the Tokyo Metropolitan Police, Zenigata joined Interpol after encountering Lupin. His relentless pursuit defines both career and personal life, straining relationships and leaving him typically without a family, though a daughter named Toshiko was mentioned once in the film *Lupin vs the Clone*. Other episodes contradict this, depicting him stating he has no family. Zenigata's obsession drives extreme dedication; he resigns or operates independently when Interpol hinders his chase. For instance, he temporarily retired and became a monk upon believing Lupin dead in *The Fuma Conspiracy*, and later resigned in *Lupin vs the Clone* to pursue Lupin privately.

Zenigata's personality evolved across the franchise. Early portrayals (notably *Part 1* and *The Woman Called Fujiko Mine*) showed him as ruthless, corrupt, and violent, accepting bribes or sexual favors. Over time, he mellowed into a more affable, though still hot-blooded and obsessive, figure. He exhibits high sensitivity, often weeping when Lupin shows kindness or when he believes Lupin has died. Despite their rivalry, an unwritten understanding exists where neither seeks to kill the other. Zenigata occasionally allies with Lupin against greater threats, though reluctant to acknowledge camaraderie. His fixation on Lupin borders on romantic in some interpretations, exemplified in episodes like *Seven Days Rhapsody* where he embraces Lupin and declares their destined connection, a theme later explored through Ami's observations in *Part 5*.

Physically, Zenigata maintains good condition for his age. He is proficient in judo and karate, marksmanship with his Colt M1911 pistol, and possesses an iconic skill for throwing handcuffs in a bola-like manner to subdue targets. His subconscious drive enables extraordinary feats during chases, overcoming massive obstacles or defeating multiple attackers when fixated on Lupin.

In *Lupin the 3rd Part 6*, Zenigata continues his pursuit, now assisted by younger ICPO officers Goro Yatagarasu and Arianna. His role aligns with his established character: relentless in the chase but adaptable when justice requires cooperation with Lupin.

Zenigata's professional reputation remains respected within Interpol due to collateral success capturing other criminals during his pursuits. His failures to apprehend Lupin are tolerated because these efforts inadvertently dismantle other criminal operations.
