Tō, a Great General of Qin, holds the rank of Second Great among the Six Great Generals' second generation. For decades, he served as the loyal right-hand man to the late Great General Ou Ki, remaining steadfast despite his own exceptional abilities. Following Ou Ki's death, Tō took command of the remnants of the Ou Ki Army, reforming it into the formidable Tou Army, one of Qin's strongest forces.
He maintains a formal demeanor, speaking with quiet dignity and exhibiting calmness even in dire circumstances. Tō displays absolute confidence in his own capabilities and in those he recognizes, typically analyzing battlefields meticulously before acting. While serious on the battlefield, he occasionally reveals humor, particularly by teasing his subordinate Roku O Mi with remarks implying the latter's demise, often followed by his distinct "Kokokoko" laughter.
His loyalty to Ou Ki was profound and unwavering. He defended his mortally wounded lord against the assassin Hou Ken, enabling the Hi Shin Unit to evacuate Ou Ki. Upon hearing Ou Ki's final words, Tō maintained outward composure, though he gripped his hands tightly enough to draw blood, revealing the depth of his devotion. Ou Ki's dying wish formally entrusted Tō with command of his army, witnessed by Ryuu Koku.
Tō fought in significant historical battles alongside Ou Ki, including the Battle of Ba Hills against Zhao general Rin Shou Jo and his vassals Gyou’un and Chou Ga Ryuu, where Tō deflected a spear thrown by Gyou’un. During the Battle of Bayou against the Zhao invasion, Tō led a cavalry unit that outmaneuvered enemy defenses, broke through multiple Zhao formations, killed the Zhao strategist Chou Sou, and returned to protect Ou Ki.
In the Coalition Invasion Arc, Tō’s army defended the right flank of Kankoku Pass against Chu forces. He gained an initial advantage by slaying Chu general Rin Bu Kun. Facing encirclement by General Ka Rin’s second army, he organized a square formation and delegated tactical freedom to younger commanders Mou Ten and Ou Hon. Later, he dueled the Chu commander Kou Yoku on equal footing after being dispatched to relieve Mou Ten’s unit.
Commanding the Qin campaign to conquer Wei's Choyou region during the Fire Dragons of Wei Arc, Tō acted as a decoy in a frontal assault based on Ou Hon’s strategy. His forces encountered unexpected resistance from Rei Ou—one of Wei’s supposedly deceased Seven Fire Dragons—and his formidable subordinate Ran Bi Haku, known to have challenged past Qin generals like Kyou and Ou Ki. Recognizing Ran Bi Haku's prowess, Tō ordered a tactical retreat to avoid Rei Ou’s schemes. He later emphasized to Roku O Mi that the campaign's true significance lay in testing the potential of Qin’s younger generation—Shin, Ou Hon, and Mou Ten—against Wei’s strategic mastermind Go Hou Mei. Tō viewed their development as crucial for Qin’s future and the realization of Ou Ki’s dream of unifying China.
Physically, Tō has long, light brown hair, a thin mustache with swirl patterns, and pale skin. He is tall and well-built, typically wearing light-blue decorated armor and a green cape on the battlefield. His eyes remain wide open, often accompanied by a blank, smiling expression.
