Julia harbors intense animosity toward these predecessors, especially Jonathan Wilsaint (Number One), whom he tortured into madness and later used as a decoy body in Sofuma, Africa, to fake his own death.

Julia possesses platinum-colored hair inherited from Ruggieri Rutherford, emerald green eyes, pale skin, and long eyelashes. His clothing is characteristically elaborate and ornate, often selected by a personal stylist, featuring elegant and heavily decorated dresses. While undercover as a missionary priest in Sofuma, he maintained an image of piety and kindness by wearing a white cassock with golden details and flat white sandals.

Initially presenting himself as a benevolent and devout priest overseeing an African church where alleged miracles occurred, Julia successfully deceived local followers and Vatican investigators. This facade concealed his true role as a high-ranking Galdoune operative. This centuries-old secret society, linked to historical groups like the Illuminati, seeks global control through manipulation of politics, corporations, and medical advancements. Julia's mission advanced this agenda, orchestrating events framed as divine miracles while eliminating threats.

Personality-wise, Julia radiates supreme confidence and intellectual pride, exhibiting a god complex. He maintains calmness during setbacks and displayed particular interest in Vatican investigators Josef Kou Hiraga and Roberto Nicholas after they exposed his African activities. Though he occasionally assists others, Julia explicitly states he lacks understanding of mercy, suggesting his actions stem from control rather than empathy. He operates with cunning and deceit, acting on personal beliefs while adhering to Galdoune’s directives. Despite claiming to despise Ruggieri Rutherford, who succeeded Julia's original superior, he demonstrates unwavering loyalty to him.

Following his staged death, Julia reappeared in Monte, Italy, confronting Hiraga and Nicholas. He acknowledged their perceptiveness in identifying the earlier deception—Roberto noted discrepancies like the corpse lacking Julia's ever-present ring. Julia invited them to join Galdoune; after their refusal, he led them, FBI agent Bill Suskins, and Giovanni Baffi into a trap within the Room of Death, a chamber designed to flood and drown occupants. Roberto later deduced Julia anticipated their escape, implying the setup served as a test.

Julia previously served as assistant to Rutherford's predecessor before Ruggieri assumed command, placing Julia under his authority and establishing a dynamic of obedience mixed with resentment.
