His minimal cybernetic augmentation, limited to a cyberbrain implant, sets him apart as primarily organic compared to his extensively modified teammates, a deliberate choice by Section 9 to introduce diverse perspectives and unpredictability. Before the events of SAC_2045, he was a married family man with children; by 2045, he is divorced for undisclosed reasons. He works for a private security firm during Section 9's disbandment periods.

His operational style relies on traditional investigative intuition honed through police experience. Togusa exhibits a strong preference for vintage weaponry, notably carrying a Mateba Autorevolver as his primary sidearm despite access to advanced firearms, citing its reliability against jamming with the assertion "six bullets is enough to get the job done," which occasionally draws inquiries from colleagues. His signature look includes turtleneck sweaters, sports jackets, and a mullet hairstyle.

In earlier continuity during "Solid State Society," Togusa assumed leadership of Section 9's field operations after Major Motoko Kusanagi's departure. This role prompted personal consideration of further cyberization, discussed with his family. He temporarily replaced his revolver with a Seburo M-10 pistol, keeping the Mateba as backup. Within SAC_2045, following the global economic collapse known as the Synchronized Global Default, Togusa rejoins the reconstituted Section 9 to combat emergent "Post-Humans" with extreme cybernetic and cognitive abilities. His detective skills prove vital investigating suspected espionage targeting Japanese Prime Minister Chris Otomo Tate. Posing as a defector, he infiltrates a group of operatives. When they attempt to assassinate him at a harbor, he reveals the confrontation as an illusion generated by hacking their cyberbrains, exposing their affiliation with the Japanese-American Security Department.

Togusa's investigation into the 14-year-old Post-Human Takashi Shimamura leads to a significant event. After accessing Shimamura's memories through an unknown method, Togusa experiences a traumatic childhood event Shimamura witnessed – the aftermath of a terrorist attack misinterpreted as salvation. Immediately after this experience, Togusa vanishes under mysterious circumstances. Witnesses present conflicting observations: Batou perceives him disappearing inexplicably, while Tachikoma units observe him departing on a seemingly nonexistent truck, suggesting advanced perceptual manipulation or cyberbrain interference. His disappearance occurs after encountering Shimamura directly, implying a connection to Post-Human abilities.
