Jodie Starling is an FBI special agent dedicated to investigating the Black Organization, driven by a personal vendetta against Vermouth. Twenty years ago, Vermouth slaughtered Jodie's parents, FBI agents surveilling the Black Organization and Vermouth specifically. Discovering young Jodie present, Vermouth told her to wait for her slain father to awaken, uttering "a secret makes a woman woman" before igniting the house to destroy evidence and bodies. Jodie survived only because she had stepped out to buy orange juice for her father. Following this trauma, she entered FBI protection but rejected the Witness Protection Program. She eventually became an FBI agent, mentored by James Black. Her father's glasses, worn constantly, are her sole memento. Her personality mixes seriousness with a playful, carefree attitude, showcased during her undercover role as an English teacher at Teitan High School. She maintains composure in crises, adhering to her cover during a bus hijacking. She demonstrates flexibility by readily following Conan Edogawa's instructions despite his apparent youth. However, her hatred for Vermouth overshadows this, causing strong reactions to any hint of Vermouth's possible kindness. She possesses sharp observational and deductive skills, aiding case resolutions and nearly unraveling Shuichi Akai's fake death plan alone. She retains emotional ties to Akai despite their past romance ending when he infiltrated the Black Organization and became involved with Akemi Miyano. Professionally, she handles firearms expertly, evidenced by outdrawing Vermouth and intervening during Kir's interrogation of Rikumichi Kusuda. Her deduction identified Sharon Vineyard and her daughter Chris as the same person: Vermouth. She is fluent in English and functionally proficient in Japanese, though she initially struggled, making errors in coded messages. Her interests include action movies, mystery films, and video games. In "Episode One: The Great Detective Turned Small," Jodie appears briefly but significantly during a New York City sequence. She conducts surveillance on Vermouth alongside FBI agent Shuichi Akai from a vehicle, highlighting her active pursuit of the Black Organization and Vermouth, directly linked to her quest for justice for her parents' deaths.
