Description
Sanae Mokuou, known as the magical girl Ruler, transformed at age 23 after working as an office worker. Driven by perfectionism since elementary school, she sacrificed social connections to excel academically and professionally. This relentless pursuit caused workplace conflicts; her ideas were often dismissed due to communication issues, fueling a deep disdain for those she deemed incompetent. Her isolation solidified a worldview where most people were "brainless morons."
As Ruler, she adopted a princess motif: light purple hair, a white royal outfit with a lace collar, a red and black cape, and a golden scepter topped with a heart and eagle ornament. Her magical ability granted absolute command over targets but imposed strict conditions: she had to stand completely still, verbally address the target by name, point the scepter within five meters, and declare "In the name of Ruler." The target needed to understand the command, and the magic expired after execution. This power mirrored her craving for control while exposing critical vulnerabilities—immobility during use and reliance on others for protection.
Ruler mentored four magical girls: second-in-command Swim Swim, Tama, and twins Yunael and Minael. She enforced discipline through her self-written handbook, "Way of the Magical Girl," punishing perceived incompetence with point deductions. Despite her harshness, she showed occasional care, translating the handbook into simpler script for Tama and crafting her a spiked collar. She viewed Swim Swim as her most capable subordinate, actively nurturing her potential. Ruler exhibited unusual respect for former coworker Henmi Yuka, a stark contrast to her usual condescension; they reconnected after Ruler quit her job, with Yuka praising her talents.
Ruler's past included brutal abuse under her mentor, Calamity Mary, who subjected her to physical and psychological torment. This trauma fueled an obsession with overthrowing Mary, leading Ruler to form her team as a private army for revenge. She also resented top-ranked magical girls like Snow White, orchestrating candy thefts to ensure her group's survival. Modeling her leadership on Mary's tyranny and struggling to articulate expectations clearly, Ruler fostered resentment within her team. This culminated in Swim Swim manipulating weekly candy rankings to place Ruler last, then executing an assassination plot. Ambushed while immobilized during a magical command, Ruler was stabbed by Yunael and Minael and finished by Swim Swim. Her death was celebrated by most teammates, except Tama.
Ruler's arc illustrates the consequences of unchecked perfectionism and social detachment. Her command ability symbolized the desire for authority requiring personal sacrifice, reflecting self-destructive methods. Trauma from Mary corrupted her leadership. Her failure to recognize her team's loyalty directly caused her downfall. Swim Swim later adopted Ruler's philosophies and named her weapon after her, extending Ruler's influence beyond death.
