Description
Kei Mikhail Ignatov is a naturalized Japanese citizen of Russian descent. Born with blond hair, he dyed it black before high school. He obtained Japanese citizenship in February 2107 and enrolled at Fukuoka Prefectural Umi Middle School that April. His education included transfers to the 9th Federal School and Tōhō Academy High School before he dropped out in December 2112. He subsequently enlisted in the Moscow Ground Forces Second Foreign Regiment, serving in the Third Motorized Sniper Squad until discharge in April 2114. Later, he passed the Higher Education Graduation Achievement Certification Test and resumed studies at Kenji National Technical School, graduating from the Faculty of International Economics in March 2120.

He instead collaborated with returning characters like Shinya Kogami and Nobuchika Ginoza to counter the attack. Confronted with a subsequent choice to exchange Tokyo governor Karina Komiya for his wife, he again refused, prioritizing duty over personal gain. After crisis resolution, he acknowledged keeping secrets from Shindo but affirmed their commitment to eventual transparency.

Physically taller than average with a fit build, Ignatov has blue eyes and short black hair swept to the right. He typically wears a black suit, white dress shirt, and black tie during work, switching to casual wear like sweaters or track suits in personal time.
