Description
Kei Mikhail Ignatov is one of the two main protagonists serving as an Inspector within Division 1 of the Criminal Investigation Department (CID) in the Public Safety Bureau. He is a naturalized Japanese citizen of Russian descent, a second-generation immigrant, with blue eyes and black hair that he dyed from its natural blond during his youth. Standing at 182 centimeters and possessing a fit, athletic build in his mid-twenties, he typically dresses in a black suit with a tie, often adding a CID windbreaker for field missions.

Born on January 18, 2096, Ignatov spent part of his childhood in conflict zones overseas, an upbringing that led him to enlist in the Moscow Ground Forces. He served as a sniper in the Third Motorized Sniper Squad, gaining extensive practical combat experience before his discharge. His personal history is marked by tragedy: his older brother, Akira Vasily Ignatov, was murdered in an unresolved case that also claimed the life of the father of his childhood friend, Arata Shindo. This shared loss is a primary motivator for Ignatov, driving him and Shindo to join the CID to uncover the truth behind the incident. He later dropped out of high school, passed a certification exam, and graduated from a national technical school before joining the Public Safety Bureau and completing the Career Induction Institute.

Ignatov’s personality is defined by a serious, disciplined, and logical nature combined with a strong sense of justice. This sense of fairness can sometimes provoke rash, impulsive behavior, such as when he punched a civilian for insulting an Enforcer under his command, an act that led to his temporary suspension. He is generally stoic and strict with the Enforcers he oversees, yet he also possesses a kind and caring side, particularly evident in his concern for his partner, Arata Shindo, whose abilities can place him in physical danger.

The central relationship in his professional life is with his partner, Arata Shindo. As childhood friends and fellow victims of the same unsolved case, the two share a profound bond. Ignatov frequently acts as Shindo's protective "rope," anchoring him in reality whenever Shindo enters a vulnerable Mental Trace state to investigate crime scenes. Despite occasional disagreements, their commitment to solving the mysteries of their past and protecting each other is unwavering.

His personal life is anchored by his loving marriage to Maiko Maya Stronskaya, a fellow Russian immigrant and former military service member who now has a visual impairment due to an explosion. The couple returned to Japan seeking a more peaceful life, and Ignatov is deeply devoted to her, taking a personal interest in her medical care and becoming fiercely protective when she is insulted or threatened.

In the course of the story, Ignatov’s role evolves beyond that of a standard Inspector. Tasked with investigating a mysterious criminal organization known as Bifrost, he finds his loyalties tested. When his wife is kidnapped by the religious cult Heaven’s Leap, which is connected to Bifrost, Ignatov agrees to a deal with the Bifrost Congressman Shirogane, temporarily becoming a Bifrost Inspector in exchange for information about his brother’s death. This period forces him to navigate a complex double life, though he ultimately remains committed to his duty and allies with the Suppressing Action Department to rescue his wife and confront the organization.

Throughout the series, Ignatov demonstrates significant personal growth, balancing his rigid discipline with the emotional demands of his family and his quest for justice. His arc involves learning to trust his partner with secrets while also making morally complex decisions to protect those he loves. He ultimately assists Shindo in the final confrontation with the Bifrost operative Koichi Azusawa, reaffirming his alliance with the CID.

Notably, Ignatov is a highly capable operative with a range of exceptional abilities. He excels in martial arts, drawing on techniques likely derived from Combat Sambo and Krav Maga, and is an expert marksman thanks to his military background as a sniper.
