Rakuda bears black hair, green eyes, and distinctive scars crossing his right eye and nose. He typically wears a yukata that partially conceals his tattoos and sandals.

As a member of the Dark Horse Gang, he projects violence befitting his gangster role. Yet deeper traits emerge: fierce loyalty to the gang and a protective, caring nature directed toward Shirara Tsubaki.

His past is marked by rowdy behavior in town. A pivotal moment occurred when he attempted to rob the Dark Horse Gang, leading to his capture and beating. Shirara Tsubaki stepped in, saving his life. Following this, he joined the gang and ultimately rose to underboss.

Learning of Shirara's pursuit of a rakugo career, Rakuda initially tried to forcibly return her home. He relented only after Mameda and Bunko expressed their desire for her to stay and he heard a rakugo performance. His actions during this time, including helping Mameda overcome her fears for Shirara's sake, suggest underlying feelings for her.

Rakuda maintains staunch loyalty to Shirara's father, the Dark Horse Gang boss. His interactions with Mameda began contentiously but evolved into occasional cooperation, especially concerning Shirara. Though frequently at odds with Bunko, he secured Shirara's return to her after being moved by Bunko's storytelling. Byakudanji Tsubaki owes him a debt.
