Toru Muhyo, the youngest graduate of Magical Law School, serves as a magical law executor. He runs a supernatural investigation bureau, aided by Jiro Kusano, tackling cases of spirit possession and hauntings. The bureau constantly battles financial instability due to low fees and frequent client non-payment.

Physically short with an oval-shaped head, Muhyo has cat-like blue eyes and naturally spiked, slicked-back black hair. His stature necessitates clothing from children's sections, including his signature bright red shorts, suspenders, knee socks, and loafers. He wears standard Magical Law Association attire beneath his black cape.

Muhyo exhibits a detached, emotionless demeanor when dispensing judgments to spirits, often appearing stern or rude. He sleeps extensively to conserve spiritual energy required for summoning underworld beings. Despite his abrasive exterior, he possesses a strong sense of justice and shows care for others during perilous situations. He enforces specific bureau rules, such as prohibiting contact with clients post-case resolution unless concerning new matters.

His background includes attending Magical Law School with Enchu and Yoichi Himukai. Initially unremarkable, his latent talent surfaced during a spirit attack where he protected Yoichi while Enchu froze in fear. This event ignited Enchu's jealousy, culminating in Enchu's descent into forbidden magic after Muhyo attained the Executioner rank ahead of him.

Professionally, Muhyo dispenses magical law judgments by summoning underworld entities. He executes high-level judgments single-handedly that typically require multiple executors, such as summoning Hades. His abilities include commanding summoned creatures by speaking the underworld language, pausing or halting punishments.
