Justine is one of the twin wardens serving as attendants in the Velvet Room, a mysterious space that exists between mind and matter. She and her sister Caroline appear as young girls dressed in blue prison warden uniforms, an aesthetic that reflects the room's appearance as a prison in Persona 5. Their names are drawn from Mary Shelley's novel Frankenstein, with Justine sharing her name with Justine Moritz, a character in that story. Within the Velvet Room, the twins work under the room's master, Igor, and are responsible for overseeing the rehabilitation of the protagonist, whom they address as inmate.
