During his studies, he practiced kickboxing and wrestling as stress-relief hobbies. Joining the Public Safety Bureau in April 2104, he completed training at the Career Instruction Center by September 2104 and was assigned to Criminal Investigation Department Division 03 as an Inspector. He transferred to Division 01 in May 2106. Three years before Akane Tsunemori joined the Bureau, Kogami investigated the Specimen Case as an Inspector overseeing Enforcer Mitsuru Sasayama. Sasayama's brutal murder caused Kogami's Crime Coefficient to rise significantly. Refusing treatment, he became obsessed with the case, resulting in his demotion to Enforcer status in April 2110. This event profoundly shaped his disillusionment with the Sibyl System. Designated "Hound 3" as an Enforcer in Division 01, Kogami developed a professional relationship with rookie Inspector Akane Tsunemori. After discovering Shogo Makishima's involvement in Sasayama's death and Sibyl's refusal to permit his pursuit, Kogami abandoned the Public Safety Bureau in February 2113. He left Japan, becoming a mercenary in Southeast Asia. By July 2116, he was involved in conflicts like Shambala Float, assisting oppressed populations against forces such as Colonel Nicholas Wong's army, adopting military-style attire including olive green shirts, bulletproof vests, and combat boots. In January 2118, Kogami joined the Ministry of Foreign Affairs' Suppressing Actions Department as a Special Investigator (ID: 00542-AEDF-52510-4). Returning to Japan, he reconciled with former colleagues, including childhood friend Nobuchika Ginoza, whom he had protected from bullies in high school. Kogami visited the imprisoned Tsunemori at Tokorozawa Correction Center, rebuilding their professional relationship. He was later ordered to facilitate her release, marking their continued collaboration despite organizational differences. Prequel manga stories depict Kogami's earlier career in Division 03 under Inspector Yoshitoshi Waku, working alongside Enforcers including Tomomi Masaoka. His emergency contact was his mother, Tomoyo Kogami, residing in Kanagawa Prefecture.
