Description
Carl Jenkins is a prominent figure in the 2012 animated film Starship Troopers: Invasion, portrayed as a high-ranking officer with formidable and unconventional abilities. By the time of the film's events, he holds the position of Minister of Paranormal Warfare within the United Citizen Federation, a role that places him at the forefront of the war against the Arachnid threat.

Having known characters like Johnny Rico and Carmen Ibanez since their youth in Buenos Aires, Jenkins has followed a very different path from his old friends, one defined by his exceptional psychic talents. These abilities, which were evident even in his early military career, have been honed and expanded over the years, allowing him to not only read minds but also to influence and control them. In Invasion, he is depicted as a figure shrouded in secrecy, driven by a cold and calculating pragmatism. His motivations are centered on ending the war by any means necessary, often pursuing radical and ethically ambiguous scientific strategies that he believes will save the galaxy in the long run, even at a great short-term cost.

Jenkins' role in the story is the catalyst for the central crisis. He commandeers Captain Ibanez's ship, the John A. Warden, for a classified deep-space experiment without fully disclosing his intentions. It is later revealed that this mission involved the capture of a live Arachnid Queen, which Jenkins attempted to psychically manipulate or hack. This plan backfires catastrophically when the Queen instead psychically invades his mind, learning the Federation's secrets and taking control of the ship, leading to the death of its crew and setting a course for Earth. Initially found in a frightened and hysterical state, having locked himself in a holding cell, Jenkins represents a liability and a source of the danger that the other characters must overcome. However, he later regains his composure, revealing another layer to his mission: the creation of Federal Intelligence Bugs, a new species of insect controlled by him to serve as weapons against the Arachnids.

Key relationships from his past have become strained due to his obsessive and secretive nature. His friendship with Johnny Rico is notably distant, marked by a lack of trust as Rico coldly reminds him that he was not involved in his dangerous plans. Similarly, Carmen Ibanez holds him directly responsible for the loss of her crew, culminating in her slapping him after the ordeal is over. Despite this, a flicker of his old self remains, as he uses his psychic powers to telepathically guide Carmen to safety and ultimately assists the remaining troopers in their fight against the Queen. Over the course of the film, he experiences a partial development, moving from a position of defeated failure to one of defiant resolve, reaffirming that his controversial research, though it caused immense suffering, is a necessary step toward winning the war.

His most notable ability is his powerful and versatile psychic prowess. He can project his thoughts across distances to communicate or guide others, establish telepathic links with alien creatures, and exert his will to control them, as demonstrated with the Federal Intelligence Bugs. This power, however, is also his greatest vulnerability, as his attempt to psychically dominate the Queen Bug resulted in a debilitating psychic backlash that left him temporarily broken and allowed the Queen to outmaneuver the Federation.
